L.A. City Council wants you to help them re-imagine public safety via this survey, but in some ways it reads like they're asking if they really have to go through with all this.

This should be a how question... and one preferably answered by people who have some expertise in the various kinds of emergencies first responders respond to.
Again...what should be another how question. Because transitioning to this kind of enforcement and coupling it with better design that helps reduce the incentives for folks to violate traffic laws while also planning for contingencies where an officer might be needed is complex.
Those who are overpoliced are more likely to be able to tell you how policing impacts them than which specific reforms they want to see. So gather that data first and figure out what it means with regard to structural issues within LAPD. Then synthesize it into policy recs.
Safe passage work is spoken of as if it is perfectly implemented now and there aren't significant issues with the ability of interventionists on the ground to get the funding/training they need to do the 24/7 work they do to make their streets safe, keep the peace & mentor youth.
Another how question. What kinds of community programs? Decided on by whom? Led by whom? To what end? Will anti-Blackness be addressed? How will local community members be tapped for leadership so that the investments are sustainable?
When your community has been overlooked for decades, where do you even begin to answer these questions? It's overwhelming and council is not likely to get answers that will help target investment in a meaningful way.
I don't really know what they expect to learn from this question. If it must be asked, why not offer some synopsis of how @BLMLA has described it and ask folks to engage it?
I realize council has to start somewhere, but the folks who have the most at stake in this conversation are the ones who are least likely to feel like a haphazard survey will communicate either their experiences or the urgency of their desire for change.
We all have a stake in policing, but we don't all experience policing equally. If we're not taking this moment to focus on engaging the communities that've been deeply harmed by it, then what's the point? Council would learn more by listening to this forum la.streetsblog.org/2020/07/02/bla…
