For those who choose to watch the footage of Willie McCoy released today, consider this.

Some of @VallejoPd's shooters keep track of those they kill by bending one point on their badge for each life taken.

The following people knew in 2019, sources say.

1. Retired @VallejoPd Sergeant @vallejomayorbob told Open Vallejo that he and others were briefed on the department's "Badge of Honor" ritual shortly after six officers fired 55 bullets at McCoy, age 20.

He also observed bent badges while serving as a police officer, he said. ImageImage
2. Vallejo City Manager Greg Nyhoff knew. In 2014, a similar scandal erupted in @CityofOxnard, when Nyhoff was city manager there. A confidential report cleared nine officers of wrongdoing.

Open Vallejo sought the report this year. It had been destroyed. Image
3. Former Police Chief Andrew Bidou, flanked here by Lee Horton and Steve Darden, Vallejo's most lethal officer since 2000. In 2005 Horton and Darden shot at 30-year-old-Steven Wilson, Jr., who killed himself. Bidou works for @PGE4Me. Note Darden's badge. ImageImage
Bidou has not responded to requests for comment from this or other publications.

A @PGE4Me spokesperson released the follow statement to Open Vallejo.

"PG&E is aware of these serious allegations, which do not reflect our company values nor the expectations of our employees."
4. Former Vallejo City Attorney Claudia Quintana, who denies knowledge of the badge-bending. She retired last year, five years before her official retirement age of 55, after sending "improper" letters "attempting to influence the court" in criminal cases. openvallejo.org/2019/08/21/chi…
5. Two high-level law enforcement sources say Solano County DA Krishna Abrams was in meetings where @VallejoPd's badge-bending was discussed, which she denies. In Jan. Abrams cleared Ofc. Ryan McMahon for killing Ronell Foster, a 33-year-old father of two. theguardian.com/us-news/2019/m…
Citing a perceived loss of trust by the community, on Jul. 2 Abrams said she would recuse herself from the Vallejo OIS cases for McCoy and Sean Monterrosa, killed Jun. 2.

Abrams has not offered a legal basis for her recusal, which @AGBecerra opposes.
6. @vallejomayorbob said former @FairfieldPolice Chief Joe Allio was briefed on badge-bending when he was Interim Police Chief in 2019, which two independent sources confirmed. The @CityofVallejo brought Allio back as Interim Assistant Chief last month. timesheraldonline.com/2020/07/20/all…
7. Sworn @VallejoPd staff above the rank of corporal, according to the whistleblower, Capt. John Whitney.

This included ranking officers whose own badges were bent.
