When Prokoshev read the news from Beirut 12 days ago, he made no immediate connection to his bitter experiences as captain of the Rhosus, he said last week. As the truth dawned on him, he was horrified and perplexed

He knew he had docked in Beirut in 2013 with a huge cargo of explosive ammonium nitrate. He remembered vividly how the port authorities confiscated the deadly compound. But he recalled that it had been safely packed.
