Information in the thread below is what’s included in the indictment against Puerto Rico House of Representatives @TATACHARBONIER
The accused are Maria Miligros Charbonier, Frances Acevedo Ceballos, Orlando Montes Rivera & Orlando Gabriel Montes Charbonier.
The charges are conspiracy, theft of federal funds, bribery and kickbacks. Wire fraud. Money laundering.
And obstruction of justice.
The accused are the representative, her husband, her son, and her assistant.

*I deleted a tweet (see below) containing misleading data published by the Puerto Rico govt.
*PRs Fiscal Agency & Financial Advisory Authority reported yesterday the govt hadn't dispersed any of the $150 million for COVID19 testing & contact tracing.
*They have...some👇
1.) For "Covid Testing &Contact Tracing Program" see under "disbursed"...there's a "-"
2.) Now, look right.
3.) 64,862,604 has been transferred out or appropriated to "liable entity"
4.) There's nothing under disbursed which means: paid out.
5.) That govt info is dated 8.10.20
I asked the Puerto Rico Health Department early this morning if it was true that none of the money had been dispersed. A spokesperson for the dept said they would look in to it. By 8pm, that person said they were still working on getting me an answer.

SCOOP: Here’s the letter @FEMA sent to Puerto Rico Governor @wandavazquezg saying PR is “not well prepared nor has the ability to respond and manage a major event.” FEMA says the Governor has not responded even as a tropical storm is expected to hit the island in 36hrs.

FEMA’s Region 2 administrator Thomas Von Essen told the Governor, in the letter that’s dated July 14th, 2020, that, essentially: the agency was getting nowhere with her Chief of Staff and secretary of public safety so they thought going directly to her was the only option left.
FEMA lists its “Perceptions and Concerns” with regards to Preparedness and Reaponse”
“1.: Inability to staff an emergency operation center for 24/7 during a response”
FEMA says it trained 35 core members of the PR emergency management agency but now 29 may not be available

Scoop: A top FEMA official overseeing preparedness efforts in Puerto Rico told staff: It’s amazing...after all the time, energy, money, training we’ve gone through the last couple years down there that their situation is as dire as it is from an emergency operations perspective.
That’s according to an internal document I obtained dated 7.16.20.

That assessment was made by Thomas Von Essen, Regional Administrator for FEMA Region 2 which includes PR.

Von Essen went on to say: from the people’s perspective, they really need our help if something happens.
He comments come as we are in the middle of hurricane season.
