Some solid and some impractical proposals here. As a rider, he can’t understand the challenges of an organizer.
Most importantly, however, he doesn’t ask for course changes of routes that have been taken for decades like some loud and uneducated fans have done.

Organizers would love to do that but he isn’t aware of the reality of route permitting which is 100% dependant on governing bodies. And last minute constructions are the rule, not exception. This would eliminate the majority of all races.
Road Bike Racing, even at World Tour level, is an absolute afterthought in road use. Almost all races are barely tolerated. Route choice is about what we can get, not about what we want. These limitations are the main reason for the gravel boom in the US (lack of road permits).

➡️banners - any banner that narrows a flat/downhill road should be preceeded by a funnel and safety staff
➡️hear, hear, finally someone admits that Race Radios are actually able to make the race less safe instead of safer. Get rid of them or make them a one way central broadcast
➡️ there is no arbitrary right now for offenses, just judges using rule book. cards wouldn’t change that
➡️Motos: it’s an incredibly tough job with responsibilities that fewer would do if it would be under additional scrutiny. And without on board cameras, fair judgement is impossible.
➡️ bike paths/sidewalks are already banned, just need sanctioning
