This is a misleading headline and poorly crafted story. Not surprising from Daily Post - consistently poor output!

Some of your MCMs, including supposedly highly-educated ones, are in the comments mouthing off ignorantly, as they like to do while pretending to be unbiased observers of everything. SMH.
From ECOWAS website:

“1st Feb 2019. @ecowas_cedeao has carried out a stock rotation exercise of 5,000 Metric Tons (MT) of food grains from its Regional Food Security Reserve by availing it to the Federal Republic of Nigeria on 31st January 2019 in Kano, Nigeria.”
“The stock rotation is part of a normal management cycle of the stocks of the Regional Food Security Reserve which allows the Commission to replace old stocks with new stocks on a regular basis to ensure that they are permanently of good quality and safe for consumption.”
“The Commission did a similar rotation exercise with 2,750 MT of the Regional Food Security Reserve food grains in Ghana last December.”
“The Government of Nigeria has committed to replacing the stock of 5,000 MT which was made available to them, grain by grain with the same quality specifications and packaging to further strengthen their partnership with the ECOWAS Commission.”
So, until this evening I’d never heard about this, but a simple Google search made everything clear.

So ECOWAS has something called a Regional Food Security Reserve (RFSR), with physical stock (cereals etc) spread across a number of countries: Ghana, B/Faso, Niger, Nigeria.
RFSR was established as an extra layer of food storage, an additional line of defense beyond national level, and precisely for the purpose of supporting ECOWAS member states where needed. So it’s a reserve that belongs to ECOWAS for the use of its member states.
