Collins: what is our feedback loop? How will we know if this is not working (anti-racist teaching). Priestly: first step is to reach out to teacher, then principal and also Curriculum and Instruction - feedback is always welcome. Will have more formalized methods to get feedback.

Commissioner Lopez: want to see assignments and monitoring those to know if people are logged on or not. If not seeing assignments can dig deeper. Need to monitor assignments not just if kids and parents are on Seesaw or Google classroom. Better measure of engagement
Lopez: also have question about how attendance is being tracked. Is it logged at 9AM like it used to be. Do teachers have to go back then if an assignment comes in later?

VP Lopez wants to clarify what parents should do if an absence is marked that is incorrect. A: contact the teacher and let them know what student did that should be considered present #BoardWatch
VP Lopez asks how many schools are using the schedules in the distance learning guides and how does it work with food distribution schedules? A: those were sample schedules, not all schools using them. District is collecting schedules from all schools now to monitor. #BoardWatch
Ford Morthel: site leaders are getting weekly schedules from teachers and are dropping into Zooms to monitor what is happening #BoardWatch
On the food distribution issue: will try to get more information about difficulties families are having with accessing food because the schedule conflicts with classroom time. Lopez: need to solve this problem- either change schedule or deliver food to families #BoardWatch
Commissioner Lam: how we we hear report on device distribution and how will we work with partners to solve broadband access gap? #BoardWatch
Chief Dodd: we are still in first tech distribution phase. Have new students still enrolling in schools. Will have ongoing distribution by appointment. Also have deliveries being run by schools and central office #BoardWatch
Dodd: will cross-check activity data with whether or not there is a device. Figuring out if there is a need for tech support. Have digital learning facilitators at school sites who used to support teachers but now support families too. #BoardWatch
Dodd: have expanded wifi at public housing communities. Working with cellular providers to make adjustments to expand cellular coverage needed to support hot spots that have been distributed. Will look at data from hotspots to inform work. #BoardWatch
Lam: have been hearing of spots with coverage issues, near Cow Palace, some public housing, Tenderloin among others. How can we get this information quickly? A: don't have timeline, but can glean info from hotspot usage rates #BoardWatch
Commissioner Moliga has a question about Zoom bombing - have heard of "completely inappropriate" incidents in elementary school. Are there plans to mitigate this? Dodd: yes, there have been a few incidents #BoardWatch
Dodd: there is a protocol for reporting these incidents and determining mitigation. Worked in the Spring to secure platforms but no tech is 100% safe. Taking steps to make it more secure. Zoom domain is restricted to SFUSD email accounts. Some exceptions.
Moliga: heard of an incident where a teacher was having an argument with a teacher and the teacher ended up shutting the whole class down - that shouldn't happen. Need to provide support for teachers. #BoardWatch
Discussion with President Sanchez and Commissioner Collins about tools teacher have to deal with situations (can remove students) but also that families and students should know about protocols and what can happen if they are not observed #BoardWatch
Commissioner Collins points out that we are not set up now for a parent to "talk" to a teacher. Have email but need special settings for Zoom to allow external participants. Dodd says there are ways to connect by phone, Google meet. #BoardWatch

Chief Dodd says this is built into Zoom training and working on additional reinforcement and training for educators. Part of digital agency is norms and behaviors for students. Need to reinforce this too #BoardWatch
Student Delegate Hines-Foster brings up the issue of an incident where a student was called the N word over a Zoom call. What are the protocols for this, how are we reinforcing anti-racist teaching. It is crazy for students to have to give up instructional time #BoardWatch
Superintendent Matthews says he watched the video, no student was called that but a student not in the class yelled out that word during the class. Troublesome how it was described in flyer - school and district did respond immediately #BoardWatch
Assistant Superintendent Sanderson (HS): Have followed up with this case and the student that was involved was not an SFUSD student. Have had to work with a school outside of our jurisdiction to address this. #BoardWatch
President Sanchez: can see why there is heightened sensitivity. Any time anyone uses this word, student or not, aimed at anyone or not, it is still a very hostile environment to be in. #BoardWatch
Hines- Foster: Is there any plan to migrate anti-racist teaching to our students? Ford Morthel: have not yet rolled it out but there is a lot of work being done. #BoardWatch
Commissioner Collins: where do parents go if they have concerns that they need to report? Chief Lau-Smith says there are places like resource link, working on a help line, also working on a student survey or pulse check - so students can say what is happening. Still being built.
Hines-Foster: when the system is made, please reach out to SAC so that we can spread the word to students. For example in the past students did not know how to report sexual harassment or sexual assault #BoardWatch
Commissioner Cook asks about teachers having access to classrooms. A: this was part of collective bargaining agreement more than 700 educators filled out a survey about interest in workspace and are working to fill requests. Might not be at own site #BoardWatch
Cook asked about substitutes. A: haven't had huge demand but activating substitutes for teachers and paras #BoardWatch
VP Lopez: how are families who don't speak English being supported to learn platforms. Dodd notes there are videos posted by platform and language. Also 1:1 tech support is offered in multiple languages. #BoardWatch
Discussion of how families are getting information. Text message info about tech support will be sent in different languages. Key point is that text messages cant work if contact info is not updated in ParentVue #BoardWatch
Information is also being shared actively with CBOs. Parentvue contact information update need has been shared everywhere. Commissioner Lam says this needs to be an active act to CBOs to push out his information. #BoardWatch

As city reopens, don't want parents to have to decide between earning a paycheck or staying with children. Also city services are not at normal capacity. Wanted to create something to help highest-need families
Hubs are not schools, they are neighborhood centers. Childen should be able to walk. Will have in-person support. #BoardWatch
Will prioritize most marginalized youth
Many partners in this program. This is all of our children so all of our responsibilities. Looking at many different types of spaces #BoardWatch

Now SFUSD's Chief Lau Smith is presenting. As SFUSD continues to put health and safety of staff and families first, also understand that it is difficult for families who rely on childcare to be employed. SFUSD is not planning to provide space - prioritizing remote work locations
Lau-Smith: need to be thinking about what schools will be the first to be able to open in-person to prioritize focal students. Will help communicate registration information and support CBO providers in supporting families #BoardWatch

Lau-Smith: Does the Board generally agree with the proposed roles for SFUSD? Time first for public comment #BoardWatch
Public comment: how will we make sure providers are safe and have time for breaks? With this program need help financially and for staffing models to make sure these are safe. #BoardWatch
Public comment: UESF president says educators were not part of conversation until the Joint meeting. Share some of the same concerns about health and safety, especially if we are going to start bringing students into schools #BoardWatch

Comment from Kevine Boggess from Coleman Advocates: wants to know if there can be commitment from city to support this until we get back to 100% in-person learning. #BoardWatch
Comment from Lee Fisher: by law these programs must be inclusive if they are using state and federal money. Must be accessible to those with learning differences and who are differently-abled in any way when we make these hubs. Not just one or two hubs but all.
Comment: PAC coordinator is excited about hubs, but think they came as a bit of a surprise to out of school time partners. Want to make sure there is enough support (financial) to perhaps give workers hazard pay? These workers are undervalued #BoardWatch
Comment: there need to be supports and safety for the workers who will be supporting this program. Need to have SFUSD at the meetings planning these hubs to better support our students. #BoardWatch
Comment: rep from SF alliance of Black School Educators. Concerns are for student and staff safety. Hear from CBOs that they are concerned about long days. Also note there are no faith-based sites. They have space.

Commissioner Cook asks how many students in the Bayview will be served. Director Su says that there will be 2000 slots in phase one and 800 will be in the Bayview and will be for K-6 #BoardWatch
Because of limitations / safety requirements, there will be over 70 sites for phase one because groups will be very small. DCYF will provide the PPE. Will be ready to go live on September 14 #BoardWatch

Student delegate Hines-Foster: What has communication been like between SFUSD and parents and caregivers awaiting review. What is the review time and how is communication happening? @BoardWatch
Director Su: there isn't a registration per se. We are reaching out to eligible families with a special access code. (eg in public housing, foster care etc.) Also, in treasure island there are two hub sites. #BoardWatch
Commissioner Collins: activist on treasure island says there has been no outreach to community members. Hearing that some CBOs are reaching out to families at schools, but doesn't include people not at those schools. Confusion about who is doing outreach. #BoardWatch
Commissioner Collins: want to know specifically how you are doing outreach. Saw a presentation about there being a process of outreach and then "whittling down." #BoardWatch
Superintendent Matthews: At this point, SFUSD is not actively reaching out to families. Director Su: acknowledges there may be confusion. Right now we, being DCYF, public housing authority, human services agency and other departments are working to identify families.
Su: also asking CBOs to help do outreach to families. In phase 1 this is the method (first 2,000 students), phase 2 will be another 2K and phase 3 another 2K #BoardWatch
Commissioner Lam: community hubs are important resources for communities and families. Know this is not replacement of schools, but supplemental supports #BoardWatch
Lam: want to also ask about supports for the youth development workers and also what kind of professional development might be in place #BoardWatch
Director Su: will do everything possible to assure financial stability for workers. One of core elements of what department does is training and development. Have added Mental Health and Trauma-Informed Practices and creating a curriculum to train providers #BoardWatch
Su: we know that change is hard for adults but especially for young people. Want to provide stability. Meeting with CBOs now every week, sometimes 2x a week to get everyone up to speed. #BoardWatch
Su: acknowledges that there will be many misteps, but doing best to do this #BoardWatch
Commission Lam asking about support for parents. Parents are struggling. Not just technical piece, but also Social and Emotional learning. What are opportunities for Parents? Can we work with FRCs? #BoardWatch
Commissioner Su agrees this is critical. DCYF funds the Beacon initiative. Part of this is to have a dedicated stream focussed on parents. Asking CBOs to provide this programing at hubs. Also working with first 5 and OECE to learn of best practices from FRCs #BoardWatch
Student Delegate Hines-Foster: question about transition from preK to K how can sites learn from other sites with high functioning parent groups: Chief Yashar says there is a system of "warm hand-offs" in place - work to connect early ed and K-5 principals. #BoardWatch

Student Delegate Correa: How can students or student advisory council help with this. Su: if you have a vote, support SFUSD getting involved. Also, students can be staff for these sites (as a job) #BoardWatch
Student Delegate Correa: is the plan to start in 20 days and is it possible to get 2000 students in 20 days. Su: we believe there is need and there has been a lot of interest. But we will see if people take this opportunity. I'm hopeful #BoardWatch
Commissioner Collins: will technology be purchased for sites and will it be up and running by start of program? Su: will have the technology but also hoping most students will have already received technology. Have purchased 2000 Chromebooks. #BoardWatch
Collins: two sites are in presidio. Are there low income students there? also Stonestown. How are you insuring those sites are supporting communities? A: when partner with YMCA also get access to their busses to help transport kidst #BoardWatch
Commissioner Collins: glad to hear that guidance for OST programs has been changed to be smaller groups. Will the guidance change at the city level too? (Used to be max 20=now 14) #BoardWatch

Commissioner Lam: I am in support of SFUSD supporting the hubs around student referrals. Wonder about food insecurity and how food will be funded at these sites? #BoardWatch
Director Su: reimbursement is becoming a harder issue so building the full cost of meals into the budget. At minimum will serve Breakfast, Snack and Lunch (budget is $6M) #BoardWatch
Commissioner Lam: hopes that to extent possible SFUSD will work with DCYF to get reimbursements if possible #BoardWatch
Director Su: the issue is that the waiver is no longer approved, trying to see if there is a way to make this work, but bracing for financial cost if not feasible #BoardWatch
VP Lopez: appreciate the City's efforts to provide this and our partnership to ensure learning is as seamless as possible. All efforts are needed. #BoardWatch
Lopez: how will sites be communicating with hubs? A: DCYF is working closely with Chief Dodd around technology. Acknowledge that 14 kids at a site might all be at different schools or classes. Right now working on these issues. Similar to after school. Supporting not teaching
President Sanchez: support the program. Want to make sure that also most vulnerable families are being served. Also hope there will be outreach to UESF. Teachers have a lot of insight into what the education program is and how it can be supported #BoardWatch
Commissioner Moliga: appreciate the work, want to make sure everyone is getting the message. Some of the most marginalized kids are not in the programs (CBOs) Important to have many access points #BoardWatch
Commissioner Moliga: also need to think about safety. Walking is still not safe for all kids. Also the plan if someone gets COVID #BoardWatch
Director Su: will be opening in phases, eventual goal is 6K. That is one way to maintain safety. In summer, when we saved 3K kids there were 38 who were infected. They did not get the infection in the summer programs. Working closely with DPH will assure testing #BoardWatch
Director Su: feel very committed to prioritizing services for Pacific Islander, Black, and Latinx students. #BoardWatch
Superintendent Matthews: make sure that there is a consensus of the board to continue moving forward with the work around the hubs? @BoardWatch
Commissioner Collins: conditionally supports, as long as there is a conversation and we can get answers to questions. Partnering will probably help. Make sure we are continuing to engage with community based organizations and parent leaders #BoardWatch
