President Trump signed a memo today to restrict federal $ from going to "anarchist jurisdictions" - the memo cites Seattle, Portland, NYC & D.C.

Per the memo, below is how DOJ is supposed to determine what the "anarchist jurisdictions" are:
Per the memo:

-- DOJ will publish public list of "anarchist jurisdictions" in 14 days

-- All U.S. agencies will have to report "all" federal $ going to Seattle, Portland, NYC & DC

-- In 30 days, White House will distribute guidance on restricting $ to "anarchist jurisdictions"
Sam Berger, former OMB official: “This is a campaign document ... Any actual restriction on funding in court will immediately be sued and almost certainly struck down.”

Larry Kudlow today on GOP stimulus plan: “There will be increased business deductions for meals and entertainment”
Kudlow & Trump have pushed expanded entertainment and meals deductions that would allow companies to offset their tax burden

Kudlow touted them as encouraging fans to go back to baseball games — MLB is obviously struggling w/ Covid even w/o fans at games

Tl;dr -- Some in GOP want complex "wage replacement" scheme -- others warn states cannot pull this off

To sum up the split:

GOP plan 1: Cut $600/week benefit to $200/week; keep $200/week likely through 2020

GOP plan 2: Cut $600/week to $200/week for several weeks - then replace bonus w/ individualized "wage replacement" based on 70% of prior income

Plan 1:

GOP says they want "70 percent replacement" -- ie, workers get from UI 70% of what they had been earning

Currently, states provide ~45% of prior income. W/ a federal bonus of ~$200/week -- way down from current $600 -- UI would replace ~70% on average for typical worker
