Proposed 20th Amendment to the Constitution repeals Article 33A which makes the President answerable to the Parliament.
Article 33(1) has been amended to exclude President's duty to
(a) ensure that the Constitution is respected and upheld;
(b) promote national reconciliation and integration;
(c) ensure and facilitate the proper functioning of the
Constitutional Council and the institutions
referred
to in Chapter VIIA; and
(d) on the advice of the Election Commission, ensure the
creation of proper conditions for the conduct of free
and fair elections and referenda.
It replaces the Constitutional Council with a Parliamentary Council which comprises (a) the Prime Minister;
(b) the Speaker;
(c) the Leader of the Opposition;
(d) a nominee of the PM, who
shall be a MP; and
(e) a nominee of the Leader of the
Opposition, who shall be a MP
Article 41A (1) stipulates that the President
shall [only] seek the 'OBSERVATIONS' of a Parliamentary
Council in appointing the The Chairmen (could have said Chairpersons) and members of the Commissions referred to in Schedule I and the persons to be appointed to the
offices
referred to in Part I and Part II of Schedule
II to this Article.

The Audit Service Commission and the National Procurement Commission are missing. [Not the way to end corruption].
The persons appointed as nominees
of the PM and the Leader of the
Opposition respectively, may during such tenure
be removed by the President [for no reason?].
The Parliamentary Council gets only one week to make its 'OBSERVATIONS' to the President. If the Council fails to communicate its observations within a week, the President shall forthwith proceed to make the aforesaid appointments.
The Leader of any recognized
political party represented in Parliament may also propose names for appointments (bypassing the Parliamentary Council) to the President (through the Speaker) of the
Council, which the |President may consider when making such appointments.
The proposed 20th Amendment repeals the existing Constitutional provision that hold the Cabinet of Ministers responsible and answerable to Parliament.
20th Amendment gives powers to the President to determine the number of Ministries in consultation with the Prime Minister, (wait for it) where he considers such consultation to be necessary.
The President may hold any number of ministerial portfolios [as he pleases] and shall remain in charge of any subject or function not assigned to any Minister.
(Interestingly) Article 44. (3) says that the President may change the assignment of subjects & functions and the composition of the Cabinet without affecting the continuity of its (Cabinet's) responsibility to Parliament. [It says nothing about such responsibilities]
Article 45. (3) says only non-Cabinet ministers are responsible and answerable to the Cabinet of Ministers and to Parliament.
