Why development should stop on the Isle of Dogs/how much money is earned on the Isle of Dogs versus what is spent here
Tower Hamlets Council has received £77.8 million in Community Infrastructure Levy, £41.5 million from my ward Canary Wharf, 53% of total. It is 1 of 20 wards

If you add up E14 wards 79% of all CIL received here.
plus 16% received in the two wards adjoining the City of London in the west - Whitechapel + Spitalfields & Banglatown
That means 8 of 20 wards are where 95% of the value of CIL is earn't, 12 of 20 wards only generating 5%!!

Community Infrastructure Levy is often mis-described as being able to be spent on services, no
"Local authorities must spend the levy on infrastructure needed to support the development of their area, and they will decide what infrastructure is needed."

The Isle of Dogs incl. Blackwall & Cubitt Town has earn't £55.2 million or 71% of the total received (3 out of 20 wards)
This is in five years April 2015 to May 2020
How much has been spent so far on the IoD?
1.5% or £0.84 million all on delayed South Quay pedestrian bridge

Only 10% is explicitly planned to be spent on the IoD or £5.75 million
If you look at S106 cash contributions (for developments approved pre-April 2015)
£51.6 million received on IoD, 12.4% spent here or £6.4 million, 35% allocated to named projects on IoD, other 65%?

I think covers period from June 2015 to March 2019 but includes older projects like the Hoppa bus so not 100% sure now

More detail on CIL income and spending on the IoD
The FoI implied that the Community Hub spending would be on the IoD, not correct, none planed here in e14
All CIL money so far for new bridge + new Wood Wharf NHS health centre

I am building a Google map showing where CIL/S106 is being earn't by development, incl. projects which have not paid yet or in planning process (Printworks & ASDA)

Also in FOI response was this section about future plans for the money, I added my comments in red
Important point is that sums above do not include CIL from approved planning applications where construction has not started yet

These numbers do not include either New Homes Bonus money received from central government £189 million
Can be used on anything the Council wants but designed to help Councils grow services before new residents arrive & pay Council tax
Do not have breakdown by ward yet

So in summary huge amounts of cash sitting in Councils bank account (losing value due to inflation)
Not being spent yet, where projects in place delayed, or else not being spent in the areas with greatest development
But GLA know what needs to be spent

This is why I so often resist development locally, almost no confidence that required infrastructure will get delivered even when we have £££
Developers need to help by pushing for £ to be spent locally, why pay a tax with minimal benefit to you?

This is the original FOI response, numbers differ slightly as I spotted an error in the accompanying Excel file in the ward allocation

If interested this is the breakdown of the £55 million received in CIL on the Isle of Dogs by project & when money received
The Spire paid £19.1 million CIL and then paused their project!
