This was for a video that was supposed to air during the 2012 Republican convention. It's not new. washingtonpost.com/news/the-fix/w…
Here's the video. This was a subplot in 2012 that was pretty well known, but since Trump was just Trump-the-TV-guy at the time, it's understandable that people missed it.
I haven't read Cohen's book, but either he or the person who tweeted the summary above clearly misrepresents a scenario in which Trump was trying to get attention by applying his "Apprentice" shtick to Obama.
For those skeptical that it was widely covered, the video apparently aired on the Today show, per this contemporaneous article. washingtonpost.com/blogs/post-par…

The jobs report had good news, with the number of people working continuing to head back upward.

But there’s a catch.

One might expect a month to be measured from start to finish, between the dark colored bars below.

But as you may have heard, that’s not how jobs are measured. They’re measured by looking at people who worked on the pay period including the 12th — the dark bars below.

That makes a big difference this month in particular as those graphs suggest. The difference in new coronavirus infections month to month in June is very different measured 12th-to-12th or 1st-to-1st.

It's critically important to consider Trump's new claims of voter fraud in the context of his having made similar claims over and over and over without any evidence emerging to prove him right. washingtonpost.com/politics/2020/…
Imagine if the boy who cried wolf was just like, "guys there's a wolf" repeatedly and everyone was like, "there isn't though" and the boy just kept saying, "yeah there is."

Trump's allegations are never that isolated incidents occur, which obviously they do. It's that sweeping, systematic fraud occurs frequently — for which the evidence doesn't exist.
