Crime. No crime. Charged. Uncharged. Citizen. Or non-citizen. On US soil. Or not. By drone or by cops. Government shouldn’t be killing civilians even after conviction. But government killing of civilians w/o any process is authoritarian, illegal, & contrary to international law.
The US Torture Victim Protection Act contains a definition of extrajudicial killing: “Deliberated killing not authorized by a previous judgment pronounced by a regularly constituted court affording all the judicial guarantees recognized as indispensable by civilized peoples.”
