This appears to be a reference to one of the executive orders @POTUS actually signed on July 24th.
On July 24, @POTUS signed 4 exec orders on lowering drug prices. The MFN order was delayed for a month to give the pharmaceutical industry time to make a deal. The deadline passed with any deal announced and the @WhiteHouse hadn't moved forward with the order.
Text of the executive order just released by the @WhiteHouse shows it dated July 24.
And 16 minutes later, @WhiteHouse sends media text of what appears to be an identical executive order 'Lowering Drug Prices by Putting America First" but with a Sept. 13 date.
Reaction statement from @PhRMA President/CEO @steveubl.

"I have given the deal my blessing. If they get it done, that’s great, if they don’t, that’s okay too. It’s a great deal for America,” says @POTUS of @tiktok_us. “They’ll report the full scope of the deal very soon, but it will be totally controlled by Oracle and Walmart."
Ban on @tiktok_us delayed by one week, announces @SecretaryRoss.
"Oracle will be responsible for key technology and security responsibilities to protect all U.S. user data. Approval of the transaction is subject to a closing with Oracle and Walmart and necessary documentation and conditions to be approved by CFIUS," says @TreasurySpox.

On the 2016 blocking of Garland nomination for #SCOTUS, @POTUS replies: “That’s the consequence of losing an election.”

More than 1,000 people are outside attending the @realDonaldTrump rally and ~60% are wearing masks, according to my @VOANews colleague @pwidakuswara on the scene as the traveling @WhiteHouse radio pool reporter tonight.
Sometimes he has to turn off the politics on TV because "I can't watch me," says @POTUS.

“I don’t understand,” he replied and turned away to take another question. Image
"I don't know her. She worked for the vice president," says @POTUS of @OliviaTroye. "I have no idea who she is. She doesn't know me."
"She was terminated. She has nothing to do with me," adds @POTUS. "They let her go with cause...and then she wrote a beautiful letter...praising the administration."

"I haven't read her comments in any detail. But, it reads to me like one more disgruntled employee that has decided to play politics during election year," says @VP, responding to a shouted question about @OliviaTroye.
