The "cop in your head" is internalized social morals & ethics. [All] from the environment around you.

It can include racism, sexism, discrimination against sex workers, people that do drugs, the homeless, [or] whatever.

It's that little voice in you head that [speaks up], ...
when you see someone [engaging] in something that affects nobody. But, is [also] against the rules of the society that [we] live in,

"you should report them"

Or, when you see authority (like cops) do something that you'd normally be against, like fuckin murder, justifying it.
[Authority figures] they're further up in the hierarchy,

or the victim was someone [who] did something against the "rules [of society]," at any point in their lives,

or the victim is below you in social standing.
The cop in your head [speaks]

when the sex worker gets abused and/or assaulted.

When the black man gets shot in the back.

The homeless [are suffering],

[The cop in your head vilifies the victim, so you respond with don't they "deserve it."]
The cop in your head speaks when;

a woman is raped. ["look at her outfit. . ."]

["they're] rioters and looters," when the ppl start take back what was stolen from their communit[ies] . . .
The cop in your head speaks and say;

"The protest wasn't legitimate, [why can't they just follow the rules? Why can't they just do thing's the 'right' way?"
So you can't just work [to oppose the uniform].

Otherwise,

anything you build,

any community you work in,

can[,and will] inherit those biases, [that we all have].

Your kids can grow up treating people with different skin [color] as lesser.
Your organizations might not work as hard when it's helping people from a different area.

You might end up building hierarchies that always seem to have men at the top,

or that treat trans folks just a little bit differently.
ACAB.

Find the cop in your head, [and] put a bullet in 'em.

What is the "burden of sameness" & why is it a concern? 2nd, how do you think this should be addressed? In other words, what changes in programming would you like to see that would excite you and motivate you to attend the symphony?
This is my answer:
"neutral" ground when it comes to the question of race and gender equality. When white supremacy is so deeply ingrained in our society deviation from this enforced hierarchy is both consciously and subconsciously reinforced. You are put back in your place.

1st thing immediately. . . Licensing.
Thats already not a thing you can do nationally. There's several SC decisions IIRC that have basically said, "no, fuck you" on requiring licensing for long arms.
2nd: License requires 21 years of age. (Right delayed is right denied, it wont pass)
Requires written and verbal tests as well as practical handling stuff, which is means testing as a barrier to entry. Sauce: Canada.
