Hybrid Gov'nance refers to situations where state & non-state actors collectively provide key services. It is often the norm rather than exception for Disaster Mgmt, particularly in cases like ours, where State is weak, often unable & or unwilling to provide essential services.
It is time, risks are addressed by all, be it the State & non-state entities, from citizens, CBO's, NGO's to customary Authorities. Their importance, castigates the Govt joke of attempting to bring such under the remit of State, as it creates disruption rather than reduce risk.
It is an open secret that Disaster Mgmt albeit being used by the sitting Govt & the would be Opposition the ODM Party in their manifestos. All thei were, are & still remain. Is ideas on paper meant to con their way into Gov'nance. It is time Kenyans woke up from their slumber.
Jubilee is nothing short of a lip-service & doom peddling Govt, one that is sadistic to boot & that thrives in chaos ! Correct me if I am wrong, but, is there no gap in the sector deliberately created by @FredMatiangi in killing the NDOC albeit a limping agency ? @Anon1KENYA
That limping agency, though a half-way house, for burnt out Military ex-colleagues of mine. Encompassed policies & actions to help prevent, mitigate, respond, & recovery from disasters. Was involved coordination of entities at the local, national, & international levels. Now ?
Along with helping entities establish content knowledge of this increasingly important area, the NDOC, during Col. (Rtd) Shem Amadi's tenure helped build skill sets for analyzing complex systems,especially as they related to catastrophic events & their paradigm shifts.
With our myriad of disasters in waiting, isn't it time we started addressing Disaster Mgmt, with the seriousness it deserves ?

That Disaster Mgmt was devolved whilst in ICU after the CoK 2010 was enacted, is no secret. Why then can't we use the likes of the KDF-DRU which has been in existence in 2006, to redress our current rot. Use DRU's the core capabilities, to achieve our National Preparedness Goal ?
Thoughts on militarisation of Civilian institutions aside. KDF-DRU was set up to-:
Protect our citizens, residents, visitors, assets, systems, & networks against the greatest threats & hazards in a manner that allows our interests, aspirations, and way of life to thrive.

Over the past decade we have witnessed a significant increase in the number of fires attended which suggests that we are,as a Country,is becoming more unsafe than
ever from risks & consequences of fire. The increase can be attributed to many factors, but top of all is incapacity.

Apparently we have a Critical Infrastructure Protection Unit (CIPU) within AP & forms an integral part to our homeland security. But do they really know what their vast responsibilities entail other than armed guarding ?
There are 12 critical infrastructure sectors whose assets & systems, whether physical or virtual, are so vital to Kenya, that their incapacitation or destruction would have a debilitating effect on national security,economy public health, safety, or any combination thereof.
The COK 2010 guides who we are yes, but is not essentially a policy advancing Critical Infrastructure Security, Protection & Resilience nor do the Police Standing Orders currently used as policy secure, protect functioning, & the resilience of our critical infrastructure either.

Firefighting provides National support for the detection & suppression of wild-land, rural, & urban fires resulting from, or occurring coincidentally with, an all-hazard incident requiring a coordinated response for assistance.
As President he continues to renege on it.
The practice of Emergency Mgmt incorporates the framework of prevention, prep'dness, response & recovery (PPRR), underpinned by the principles of Risk
Mgmt – where the risks to life, from a wide range of hazards are identified & appropriate measures taken to address them.
Fire & emergency services in our case are meant provide first incident response & mgmt.This includes responses before, during & after the event, expert advice & advocacy for community safety outcomes. But how can they do that being a disjointed lot ?
