As Dr. Fauci said on Tuesday, Vermont is a model for the country on how to suppress this virus. You should all be proud of your hard work to keep each other safe. It’s put us in a position to methodically reopen the economy & we’ve had kids back in schools for two weeks now. 1/10
But as Dr. Fauci also said, we can’t let our guard down. We must continue to do the things that got us here, like wearing a mask, staying physically distant, washing our hands, staying home when sick and being smart about gathering size and travel. 2/10
Our collective good work to date has let us open just about every sector to some extent and we’ve steadily moved forward, not back. As we continue to see low case counts, and as we’ve learned from our experience with lodging and indoor dining, we’re updating our guidance. 3/10
Effective today, bar seating in restaurants will be allowed. Food and drink service can take place at the counter but there needs to be a minimum of 6 feet between parties and a Lexan barrier between the customers and the staff behind the counter. 4/10
We’re also allowing lodging facilities to rent all their rooms, with mask and physical distancing requirements; travel and quarantine requirements; and limits on dining and gathering size still in place. 5/10
I know some may worry that we’ll see a flood of people from other states. I want to remind everyone that campgrounds/marinas/cottages were at 100% capacity all summer but we saw decreased travel compared to 2019. And we have a travel policy in place. 6/10
This policy allows people from green counties with low rates of COVID to come w/o quarantine while all others must quarantine for 14 days. So while we look forward to welcoming all who follow this policy, if you’re from a red or yellow county, please quarantine or stay home. 7/10
To help make it easier for travelers to comply and for lodging facilities to help them do so, we’re also moving our travel map update and modeling presentation to Tuesdays. This will give folks a few more days to see the latest map and adjust their travel plans. 8/10
I know this is not enough to soften the economic blow to our hospitality sector and we’re working with the Legislature to support these businesses to help save jobs and revenues. Today I’m pleased to announce we’ve launched another initiative to support small businesses. 9/10
We now have 5 organizations across Vermont offering new technical assistance programs which provide free expert advice for businesses navigating this pandemic. Vermont small businesses and non-profits interested in learning more should visit accd.vermont.gov. 10/10

At 1:00 I'll be delivering my Budget Address. With the federal funding and state surpluses we have, there's a once in a lifetime opportunity to make transformative investments in our future.

Watch at the link below, or on several news station websites.
Two weeks ago, I shared the optimism I have for the opportunity before us. In my 21 years in public life, there has never been a more transformative moment. 1/
We have, within our grasp, the chance to combine good ideas, thoughtful legislation, and unprecedented financial resources into a better, brighter future:

Just look at our hospitals, where many patients are sicker and getting admitted because of deferred care or our mental health system, where demand for crisis services has never been higher. 44/
When it comes to our kids, who lost out on months of full in-person instruction, not to mention music, drama, sports, field trips, dances, and all those normal interactions we took for granted, this pandemic has taken a significant toll. 45/
Last spring, I heard directly from students about the impact of hybrid learning. A 13-year-old from Fair Haven put it best. 46/

Below we’ll be posting excerpts of the Address. A full transcript will be posted at the end. 1/
It’s our tradition at the opening of the legislative session to come together and chart our course for the work ahead. 2/
Whether in times of peace or war, prosperity or depression, those who came before us felt the same hope and optimism we share today, ready to do the work to take on new problems and solve those that have eluded us for years. 3/

As we await final guidance from CDC tomorrow regarding booster shots, we are confident that they will accept ACIP recommendations for those 65 years of age and older. So, effective tomorrow morning, we will launch our mass vaccination program for booster shots. 1/
To accommodate expected demand, registration start dates for statewide clinics will be broken up by age groups. Each group can register starting at 8:15 a.m. over the next week, on the following days: 2/
• 80 years of age and older – Friday, September 24
• 75 years of age and older – Monday, September 27
• 70 years of age and older – Wednesday, September 29
• 65 years of age and older – Friday, October 1

As I shared at Tuesday’s conference, we’re seeing elevated cases and a slight uptick in hospitalizations. These trends are being driven more and more by the unvaccinated, which account for about 80% of hospitalizations and 84% of those in the ICU. 1/ governor.vermont.gov/press-release/…
We also see the gap between the vaccinated and unvaccinated widening when it comes to cases. And in recent weeks about 75% of cases are among those age 18+. 2/
As has been said before - and I’ll say it again - this is now a pandemic of the unvaccinated. So the most important step we can take as a state is to get as many Vermonters vaccinated as possible. (healthvermont.gov/myvaccine) 3/

Yesterday at my weekly press conference I talked about where we are as a state with COVID-19. Since the beginning, we’ve made our decisions and recommendations by looking at the data, trusting the science and looking at the big picture, knowing nothing is black and white. 1/
We’ve stuck to our data-backed approach even when public pressure has called for different strategies, criticized our priorities, demanded more, or protested for less.

And throughout, we’ve led the nation in our response and we continue to lead today. 2/
This is why we’ve been watching the data very closely especially in recent weeks. While cases have ticked up, it’s important for Vermonters to remember we're not any of those states with significantly lower vaccination rates and significantly higher hospitalizations. 3/
