WEATHER UPDATE: The northeast monsoon or "amihan" is affecting Luzon on Wednesday, March 15, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its 4:00 a.m. bulletin, PAGASA spotted the low pressure area (LPA) at 265 km east southeast of Davao City.

The LPA will bring cloudy skies with scattered rain showers and thunderstorms in Mindanao and eastern Visayas.

The weather bureau says Cagayan Valley will experience cloudy skies with rains due to the amihan.
