- 799 new cases

Highest number of cases recorded in a single day this month, till now.

Also, the highest number of tests conducted to date in Pakistan.
In fact, 799 new COVID-19 cases in a single day is the highest single day spike since August 7.
42,299 tests were samples in 24 hours in Pakistan on September 23, the highest to date.

The country's total capacity is 72,232 (data via NCOC)

Sindh conducted the most number of tests in a single day - 18,360.
Positivity rate in major cities/districts of Pakistan on September 22 (as per WHO)

Higher positivity percentage in Mirpur, Gilgit and Quetta in the last 24 hours.

HRCP's explosive fact-finding report about the Crime Control Department (CCD), created by the Punjab government last year to combat serious crime, but which has instead become a vehicle for staged encounters and extrajudicial executions.

In just eight months (April–December 2025), 924 people, including two women, died in what the report describes as likely staged encounters and “deliberate executions.”

In the same period, only two police officials were reportedly killed.
“In genuine armed confrontations, such a ratio appears to be statistically implausible. This imbalance suggests deliberate executions and reckless disregard for the sanctity of life,” writes the HRCP.

A short thread on the Punjab Forensic Science Authority.

In March, the Punjab government passed a controversial law creating a new forensic body directly under the Chief Minister Punjab and staffed largely by bureaucrats.
Renamed the Punjab Forensic Science Authority, the new body would be chaired by the CM and have 13 other members.

Most will be bureaucrats; only five would be technical experts.
All decisions would now be made through majority voting, a provision that didn’t exist before.

Since most members are from, or appointed by, the provincial government, control was effectively centralised.

The NCCIA and its law is routinely being used to target journalists, civil society, and opposition politicians.

Yet, here are some recent examples of misinformation and disinformation spread by ministers, government officials, and ruling party–linked accounts.

1 - Punjab’s Senior Minister Marriyum Aurangzeb and the official accounts of the PML-N claimed that Imperial College London would be establishing a campus in the government’s IT City in Lahore.

On April 10, Nadeem Nasir, a 60-year-old bird seller in Lahore, tried to make a routine payment using his bank account's mobile app.

Each transaction failed.

His bank app said his account was “Invalid.”
Puzzled, Nasir went to the bank.

A clerk told him the FIA Cyber Crime Wing had frozen his funds. No letter. No official notice. Just an email the bank refused to share.

“I was shocked,” Nasir told me over the phone. “What crime had I committed?”

The Punjab government is set to table and pass today the Punjab Public Awareness and Dissemination of Information Act, 2025.

The aim is to stop journalists and citizens from questioning how much public money the Punjab govt has spent on ads and promoting itself.

The bill, once passed, will apply retroactively. Thus, from Jan 1, 2024, before the election.

It allows the Punjab govt to run “public awareness campaigns” through any ad agency, on any platform - billboards, TV, print, radio, cinema, digital.
Now for the troubling part.

Any complaints against these campaigns can only be filed with the Director General of Public Relations (DGPR).
