Employers must also contribute to topping up the unworked hours.
Here's a bit more clarity from Treasury:
"Employers will continue to pay the wages of staff for the hours they work - but for the hours not worked, the government and the employer will each pay one third of their equivalent salary."
So govt pays 1/3 of the hours not worked.
