The ethics plan bars transition team members from working on matters where they have a financial conflict of interest and largely prohibits people who have been federally registered to lobby in the previous year from serving on the team.
But some of its limitations are subject to exemptions from the transition team's general counsel, the document says, a loophole that troubles good government advocates. "This is not a serious document," said Jeff Hauser, executive director of the Revolving Door Project.
