The initial testing recommendations were designed to miss community transmission.

When they were updated, a line was added for ppl who had severe ARDS or pneumonia.

While testing protocols were on hold, #COVID19 spread out of control.
It is astounding just how much was not done that could have saved lives...all while Trump held rallies & blamed everyone else for his own failures.
