TL;DR: The website is generally down. There is 2 out of 27 chance that you visit the website when it is up.

When a website is online we say it is deployed and it is hosted on a server which makes sure that the website is accessible every time you try to visit it.
Now servers are just other computers but dedicated for a purpose. In this case, to make sure the website is still online.

Each visit to the website is referred to as a request and there are times when the server is unable to process or respond to the number of requests its gets.
In this case, we say the website is unavailable and the error code is 503.

There are some times that people - hackers deliberately send a huge amount of traffic to overload a server and thereby crashing it. That is called a Denial of service(DOS) or Distributed DOS when the ...
requests are from different places in the world.

To prevent this, you can have
- lots of servers to keep on responding to the request that means you distribute the traffic among them (load balancing)
- several backup servers that kick in when the main servers are dead or
- use services like Cloudflare to serve the cached version of your website.

Now why the website is available to some and unavailable to others is because the servers are trying to distribute incoming traffic among themselves.
These servers are in different locations so what you get served depends on your luck.

I hope that clears things up.

Currently, cbn.gov.ng has 27 servers and only 2 are working - the ones located in Singapore and Iran.

Of all the symbols that we have seen in the last 7 days. Sega went to chose the one that Feminist coalition uses as their profile picture.

That shows you where his grievances lie. We all recognize what he has done but right now he is the one tearing everything down.
No one is attacking him. All that is happening is self-sabotage.

Needless to say, if he had kept quiet, he would have been recommended to any committee that the government wants to form as an emissary.

But right now, the "vote of no confidence" over him is more than 50%.
Mehnn I doubt if Sega collected any money.

They just fed his insecurities. I think we know why Flutterwave's donation link was flagged by now sha.

Funds didn't reach his side and Baba is now vexed that they are not in the spotlight.
