ASUU-ESUT RESOLUTION ON RESUMPTION OF ACADEMIC ACTIVITIES: SIGNED BY ASUU-ESUT CHAIRMAN COMRADE PROF. CHINEDU AGUBA AND THE SECRETARY, DR. CYPRAIN MGBACHI

ESUT WILL NOT RESUME ACADEMIC ACTIVITIES UNTIL THE ONGOING NATIONAL ASUU STRIKE IS OVER.
The Academic Staff Union of Universities (ASUU) ESUT branch held an emergency congress meeting on the 15th October, 2020 at the Faculty of Engineering, ESUT. The congress which recorded over 164 discussed on the recent circulars that were signed by the Registrar, directing....
all staff & students to return to campus for the resumption of academic activities including revision classes & CBT examination.

Congress noted that these directives are deliberate attempts by the University Management to truncate the ongoing National ASUU strike in our branch.
The congress equally noted that any attempt to sabotage the current ASUU National struggle will attract grave action to the branch as it was the case in the past.
Congress therefore, resolved as follows:

1). That in line with the directives of ASUU National, no member of ASUU-ESUT shall participate in any form of teaching or revision classes, be it physical or virtual until the ASUU National strike is suspended.
2). That no member of ASUU-ESUT shall participate in any form of examination, including submission of questions to HODs, Deans or Directors pending the suspension of ASUU National strike.
3). That no member of ASUU-ESUT shall participate in any academic activities until the current National strike is over.

4). That the Chairperson of ASUU-ESUT, on behalf of the congress, should convey the resolution of the congress to the Vice-Chancellor.
This order has been extended to other chapters that are already planning to breach the constitutional power of ASUU.

ADJOURNMENT OF ASUU - FG MEETING:

Next meeting holds on the 21st of October 2020.

Therefore, with this understanding, the Ongoing Strike has not been suspended.
15/10/2020 ASUU-FG AGREEMENT

*The sum of 30 Billion naira earned academic allowance will be disbursed to our University Lecturers between May 2021-February 2022.

*Part of concessions provided to end the 7 month industrial action will attract a sum of 20 billion Naira as well.
A final aggrement 'may' be reached before the said date and certainly, if this is concluded, the industrial action will come to an end.

Our Union will soon expose those feeding fat on the adoption of the Integrated Personnel and Payroll Information System (IPPIS) by the Federal Government as its payment platform.
All the agreements we have been having since 1992 with the government have always been having the provision that circulars emanating from the civil service which don’t have origin in collective bargaining with the government won't be binding on us.
Circulars that will be binding on us are those coming out of our negotiation with the government like what we had in autonomy for university, retirement age and others. They can be respected because they are products of collective bargaining.

We had an understanding with President Muhammadu Buhari on January 9, 2020 to develop University Transparency and Accountability Solution (UTAS) which will be more sensitive to the operations of the university system, respect autonomy and accomodate perculiarities.
ASUU has spent millions of naira to develop UTAS which has been presented to the Federal Ministry of Education while awaiting its presentation before Ministry of Finance, Budget and National Planning.
Furthermore, this is why the reported "NO IPPIS, NO Salary" order cannot be directed to lecturers since the issue has been settled with the President to develop university system sensitive UTAS.

Our union will not fold her arms and allow the gains it made during several years...

RE: ONLY WORKERS CAPTURED BY IPPIS WILL RECEIVE SALARIES.

In response to President Buhari's statement, ASUU Chairman has noted and stated that he doesn't think that statement was really meant to upset ASUU. We have been at a meeting with Mr. President, where we presented....
that same issue and we left that meeting with the understanding that what we believe is better than IPPIS should be appropriate.

We have already presented an alternative to the government and awaiting approval.
We also believe Mr. President was talking about not paying.....
money to those who do not exist, “but our members are in existence and we reached an understanding with the government that an alternative to IPPIS would be accepted".

ASUU Chairman's view on IPPIS.

“The IPPIS is not a home-grown initiative, rather it is a prescription of the World Bank, which ultimate consequence is to create anarchy and therefore, retard the growth and development of Nigeria".

The system does not, for example, capture.....
the remuneration of staff on sabbatical, external examiners, external assessors, and Earned Academic Allowances. It does not address the movement of staff as in the case of visiting, adjunct, part-time, consultancy service, which academics "offer" across universities in Nigeria.
"Implementing the IPPIS would mean asking lecturers to make the trip to the capital city of Abuja for physical biometric data capture, should lecturers not be available when IPPIS personnel visit schools for the capture."
