The pope hasn't said different than he said as archbp in argentina. What he wants is for them to have tax responsibilities etc. I think this is a really, really bad idea, but itd be wrong to think he intends legitimisation of SSA relations considering his many other statements.

From the same book, same chapter and article, section 4 on the clothing of women, note 8. Note that when the Doctors say a custom is so evil as for it to be a sin to introduce it, there is an underlying societal obligation for it to be eventually overturned.
"To bare the breasts or to cover them with a garment so thin that they show through is a mortal sin because the incentive of lust is grave, says Sylvius, t. 3, p. 872. But to bare the breast to a small extent, according to the custom that has already been introduced -
excluding wrong intention and danger - is not a mortal sin for the opposite reason. Thus St Antoninus, Sylvius, Liguori, l. 2 n. 55, etc. A fortiori, one who bares the arms, neck, and shoulders according to the custom of her country, or covers them lightly,
Regarding public breastfeeding (keep in mind that this does not hold if concealment is not an option and a child needs to eat):
J-B Bouvier, bishop of Mans - Dissertation on the 6th commandment; Ch. 5: Sins of unconsummated lust, article 2, section 3 on impudicitous looks:
It is a mortal sin, because of the danger attached to such a sight, to gaze fixedly upon the naked breasts of a beautiful woman. It is not true that those who, in seclusion from special danger, see mothers or nurses nursing infants, do not commit such a sin;
nevertheless, these women must prudently conceal themselves, so that they may not be unwary and give scandal to others, and especially to young people.
(Morose aspicere ubera pulchrae mulieris nuda, est peccatum mortale, propter periculum tali conspectui annnexum.
got a question. moral doctors refer commonly to matters of custom and often distinguish between good and bad custom of different degrees, allowing for persons to act in ignorance according to moderately bad customs in venial or no sin at all where usually it would be mortal;
the problem is that when they establish some kind of societal obligation to improve bad customs (often with with dance, dress especially the showing of cleavage, and custom-imposed necessities of embraces or kisses) they will barely ever explain how that actually works out.
e.g. Alphonsus will say that in a society where showing cleavage is normal and not thought much of, the custom is evil (reminds one of jpii's structural sin concept) but the particular actions are no longer generally actual sins, though still objectively damaging to people.
J-B Bouvier, bishop of Mans - Dissertation on the 6th commandment; Ch. 3: DIFFERENT SPECIES OF UNNATURAL CONSUMMATED LUST; A1: MASTURBATION, Remedies for Masturbation
Positively recognized masturbation must be opposed by suitable remedies: some are physical and others moral.
Physical remedies may serve for the cure of voluntary or involuntary ejaculation: they consist in great sobriety, a well-regulated way of life, abstinence from hot foods, spirituous liquors, the use of water and milk [...] a not very soft bed, cold baths. […]
The moral remedies are above all avoidance of the objects which have provoked the bad ideas, vigilance over oneself, guarding of the senses, mortification of the flesh, meditation on the evils engendered by the habit of masturbation;

§ 1. Of the causes of lust
The main and most frequent causes of the sins of lust are:
1°) Intemperance in eating and especially in drinking
Wine is a source of lust and drunkenness is tumultuous: whoever takes pleasure in it will not be wise (Prov 20:1);
Do not get drunk on wine, it is debauchery; but fill yourselves with the Holy Spirit (Eph 5:18); Licentiousness and lust are the accessories of intemperance (Tertullian, On Fasting). Experience confirms this doctrine.
“The whole Church must work vigorously in order that men may become capable of rectifying the distortion of the temporal order and directing it to God through Christ. Pastors must clearly state the principles concerning the purpose of creation and the use of temporal things and
must offer the moral and spiritual aids by which the temporal order may be renewed in Christ. The laity must take up the renewal of the temporal order as their own special obligation.”
- Apostolicam actuositatem 7
“to use their best endeavours... to infuse, as it were, into all the veins of the State the healthy sap and blood of Christian wisdom and virtue.”
- Leo XIII, Immortale dei 22
