The Georgia State Election Board is meeting Monday morning at 8AM to discuss emergency rules.

Two topics exist already (absentee drop boxes+processing absentee ballots early) and the third, residency, stems from rumors and fears of people moving to GA to only vote in runoff.
The SEB passed emergency rules earlier this year allowing for secure 24/7 monitored drop boxes for people to return absentee ballots w/o the mail.

Also passed a rule giving counties two weeks before Election Day to begin processing absentee ballots, aka everything but tabulate.

On the third - I’ve been told the rule will deal with reminding/instructing counties about the process if they believe someone is applying to register and shouldn’t, which would be to process the application, mark them as “challenged” and hold a hearing as outlined in § 21-2-228.
I also expect to see counties be *required* to start processing absentee ballots earlier, so there's fewer counties taking longer post-election to tabulate, causing a good deal of angst in recent weeks.
All that said, I don’t expect any of these rule changes/proposals to make it any *harder* to vote in the runoff that is nationally-watched and comes on the heels of the smoothest election in recent GA history.

All 5 million ballots, re-tabulated using high speed scanners. That's it! No debunked arguments about signature match, no checking for "illegal votes."

Georgia's votes were counted a first time. Then a statewide risk-limiting audit of presidential race resulted in a hand count of all of them to confirm winner.

Now comes a final iteration, a machine recount that scans every ballot once (thrice?) again.

Raffensperger is talking electoral reforms now. He gave me a preview yesterday, but here are highlights: allow state to intervene in counties that don’t run elex well, absentee ballot reforms (eliminate signature match, add photo ID for absentee) and stricter list maintenance.
