School closure, is it to keep kids safe?

Definitions matter.
@WHO defines health as “a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.”
Is "COMPLETE" health a realistic expectation?
Does it lead to irrealistic strategies like #ZeroCovid?
