I was homeless for about a year and have worked in some capacity or an other with the homeless for a while, I feel pretty safe in what I'm about to say.

Screwing over of the homeless is not an ideological thing, it will be found regardless of the type of government and ideology.
Left-leaning governments of all types are guilty of attacking private charities and individuals by saying only the government should be doing anti-poverty things which take experienced people on the ground out of the equation and often leads to more distrust and/or inefficiency
Right-wing governments are guilty of trusting private charity too much and by underfunding social services it deprives homeless people of resources to be able to climb out of homelessness as well as imposing draconian rules on getting government aid which only makes things worse
