are releasing for public use our study+dataset+code on P20 billion worth of covid-related government contracts in the Philippines.

- 581 contracts with 120 variables
- 2,832 items with 11 variables
- worth P20 billion (60% of value of publicly available contracts as of 3 Aug 2020)

3/ Jose Rueda, Ella Rosales, and I presented our team's findings during the Open Government Week @opengovPH session co-hosted by @R2KRN_PH @wesolveph @covidbudgetph this morning.

4/ Key findings:

P13.3 billion of items (66% of value) did not have sufficient descriptions to compare price or quality.

P319 to P550 million in possible savings if high-priced goods bought at median (+10%) prices*

*high risk items, but can't conclude fraud given limited docs.
5/ While our research cannot be used to conclude fraud or corruption, we share a method for quantifying and mitigating risk in new rounds of covid-related purchases and future emergencies.

Method can be used to identify priority contracts to check, given limited time.
6/ Here are our key recos to improve procurement data quality and to mitigate systemic risks in procurement by engaging civil society.

7/ To make open contracting inclusive, we need to listen to and learn from experiences of local organizers.

8/ Here are some proposed ways to collaborate in a civic movement to strengthen procurement.

Inspired by the same spirit as election integrity movements who watch votes, we too have the right and responsibility to watch government contracts that determine the use of our taxes.
9/ This study is a labor of love from a community of 24 researchers who worked with 36 people in government, journalism, academe, and civil society, to publish this study.

Next to safety, sweating is the most frequently cited barrier to biking in the Philippines I've heard from my friends. "Mainit. Pagpapawisan ako."

Because I use an electric bike, I sweat very little, even in inclines. E-bikes are the best!
I invested in an e-bike bec I have a low threshold for switching travel modes.

I wanted to replace the expensive, time-consuming, unpredictable trips I'd take on Grab.

It's been a success so far: I now regularly bike from Makati to Katipunan via EDSA. I'd get there in an hour.
Biking has also been good for my mental health.

Biking allows me to travel in open air, putting me more at ease and at less risk for covid infection. Covid is airborne.

I get quite nervous when I'm in enclosed spaces. Sadly most buses, trains, UV, cars don't open windows.

Leni has a 20% rating (SWS). 13 million of 67 million voters can campaign for her
2/ Even if just 1 million of us 13 million voters do this, we will win.

We will outmobilize Mr. Marcos, the absentee candidate, with time to spare.

Kayang-kaya ito. But we need to do it with love, care, and empathy.

The key principle is: ang tao ay tao, hindi lang boto.
3/ Start by asking people what their dreams are for the country, what connects us, what makes us Filipino despite our differences.

In my experience this means making sure our loved ones live a good life. I talk about my loved ones, esp the women + health care workers in my life.

Shocked about Pharmally, the contractor under Senate investigation?

1/ The sad news is: it's likely not just Pharmally.

As we wrote in this thread, the risks are systemic.

These can only be addressed through a better system of social accountability to proactively monitor national procurement + improve data quality.

2/ To illustrate:

Two-thirds, or P13 B of P20 B, of our sample did not have sufficient specifications or descriptions.

This means we can't even compare price or quality for majority of goods bought w our tax money.

Still, we found items bought 3x the typical prices.

I'm turning 29, wow.

The past year has been the hardest time of my life.

Since my loved ones who are front liners could not get their PPEs from the government last year, I have spent almost all of my time working or volunteering with communities on COVID-19 response efforts.
We've organized efforts in public budgeting, public transport and mobility, FOI, and in our local COVID-19 prevention, testing, monitoring, and vaccination programs.

I witness everyday the miracle of engaged citizenship: the power of everyday people working for everyday change.

INSIGHT 1: YES, WE HAVE CASH TO FIGHT COVID-19.

As of end-June 2020, gov't raised P3 trillion in cash from revenues (A) and debt (C). Gov't "spent" P2 trillion (B).

Net cash raised (A+C-B) is P988 billion.
2/n

1.1. We should thank our career officials for raising P3 T in cash:
P1.45 T is from tax and non-tax revenues
P1.55 T is financing from domestic (80%) and external (20%) sources

Borrowing cash is okay as long as:
1. We need the money. We do.
2. We can pay it back. We can.
3/n

1.2. Gov't spent P3 T in cash. P410 B of this is cash transferred to LGUs' bank accounts.

We urge LGUs to follow Gumaca, Quezon's example and report COVID-19 spending. In the last President's Report (June 29) only P5.5 B of P37 B in Bayanihan LGU Grants is reported spent.
