Love people answering this with the perfectly sound legal explanation. The decision on E. Jean Carroll wouldn't feel so demoralizing if there was a sense that the DOJ was otherwise determined to expose how Trump and Barr misused it. But instead we're hearing "moving on" talk.
Just as a base motivation strategy, when every bit of news coming out of the DOJ regarding the previous administration is about protecting it, loyal Democrats are going to feel some heavy Bill Barr deja vu. People need to feel like Dems in power means justice along with normalcy.
I have no doubt if the roles were reversed, a direct line from Bill Barr undermining the Muller investigation to Donald Trump remaining in office being responsible for 10's of thousands of preventible Covid deaths would be drawn every day in the media.

As a Democrat, seeing a party that wishes you dead flourish by flouting all rules and norms, it’s a little tough to take when your party clings to those rules and norms. “We don’t want to be like them,” only can hold the line so long.
I think the only thing that prevents the next justice department from going off the rails is consequences to the last one for it. But this DOJ seems to believe setting a good example will do it.
Covid year should have been a painfully vivid lesson that when politics is treated like an entertaining game on one side and an ossified institution on the other, the rich get richer and the poor die. And yet.

“Although Ryan doesn't mention Trump by name in his criticism…” But you can be damned sure he calls Biden out as a wild eyed leftist intent on destroying America.
