The Trudeau gov has basically the same responsibilities on water as a municipal gov in your town.
Look folks the water infrastructure money isn't given to FNMI communities. Here is a link to help anyone with this question.

Indigenous Services Canada (ISC) provides funding and advice for water systems on First Nations reserves. For water systems, this includes:

design

planning 

upgrading

construction

procurement

commissioning 

operation and maintenance

training and certification of operators
