In the end, I suggest debunking the claims, and then laughing at the face of the person making them, due to the childish nature of the affirmations and the lack of actual sources they have to back their POV.

Without a doubt, a modern figure that causes a lot of controvery within Fascist/3P Circles is Dugin. The man has managed to introduce himself in a way, that has led to people either liking or doubting his character. Be it for his background, connections, etc...
It's clear that Dugin is not just a random nobody and he clearly has an interest in spreading his ideas around the globe, no matter how insignificant the place may be. From Russia to South America, it doesn't matter; all places should be looking into the 4PT.
