My own guess it was to do with showcasing Diana visiting Fayed properties in the city, namely the Ritz and the Villa Windsor.
When she visited previously in July, the media were unaware of the relationship or indeed of the whole visit by Diana to Paris.

Either way, it was inconvenient for Diana to divert to Paris, delayed her seeing her sons and, of course, everyone knows how this unscheduled and chaotic visit was to end.
