Director of Capitol Projects Matthew L. Spronz is present.

Director Spronz,

"Total project costs is 5 million dollars. This is a preliminary engineering and planning study. Expected to start this November and completed in November 2022."
Cleveland will have to match 2.5 million dollars to the grant from Ohio Department of Transportation.

CM W2 Kevin Bishop and CM W12 Brancatelli fully support this legislation.
CM W8 Polensek, "Is this the project being proposed by Jimmy Heisman? What is the end result of this study?"

Dir Spronz, "That is correct. Yes, it is a preliminary planning & preliminary engineering study. Rick Spitowski can give a better scope."
Rick, "This study is a planning study, preliminary engineering, what it is doing is seeing if this project is feasible. There are a lot of issues with how the traffic, pedestrian & vehicular, flows & how to best put it together."
Rick, "Once we have an understanding we can look at alternate routes."
CM W8 Polensek, "This doesn't commit the City to any additional financial commitments?"

Director Spronz, "No."
CM W8 Polensek,

"I've had some concerns expressed to me about the fact that the Shoreway would end right over her. It would no longer be a direct pass through to the West Side."
CM W8 Polensek, "That's been a big concern expressed to me by residents of my own ward who go west for work and leisure as it pertains to the impact on the traffic downtown and their ability to get to the near west side and vice versa.

IMG: Cleveland, East Side, Ward 8
CM W7 Polensek, "This report is slated to come back to Council when?"

Rick, "The study hopefully concludes next December. ... If it is a go, we will proceed to find funding for the legislation then."

CM W12 Brancatelli supports the project,

"It takes a look at the transpiration connectors, a significant portion related to the East side as well."
CM W3 Kerry McCormack supports the project,

"We've been disconnected from out Lakefront for many years. We've put freeways and train tracks connecting the citizens of the City of Cleveland to our most vital asset, which is Lake Erie. ..."
CM W3 McCormack, "I know this is just a first step to better understanding the engineering principles to think more innovatively about how our people reach the Lake front. This is a really exciting step forward. The City is really taking a step forward of rethinking."

EO 783-2021 stands to be approved.
CM W9 Kevin Conwell engaged in miscellaneous questions with Department of Port Control,

"When you guys were here last week, no one mentioned this airline leaving Hopkins Airport. Why didn't you mention that?"

Commissioner, "You're referring to Allegiant? We were not aware."
CM W9 Conwell, "They just surprise you like that and just say 'we're leaving.' They don't send you a letter or a memo. We don't get a chance to negotiate with them?

Commissioner, "We were surprised as well. Our discussions were good discussions and we were surprised as well."
Chief Donald, "They represent 3% of business and we cover all the places they visit. We do have some things in the works to replace them are confident there is not too much of a shortfall."
Commissioner, "This is the best City in the country and the bets place to fly in and out. We are going to keep pushing our City and our market."
CM W9 Conwell responds to Chief's comments,

"We have 3% gone then we have a trend. 6% to 9%. I don't like 'just 3%' I don't like that."
CM W9 Conwell continues his criticism,

"You know what's bad, is for me to find out they're leaving. As soon as you find out they're leaving, you should reach out to us. To find out on TV. That's disrespect. I want to hear from you. That's trust."

Commissioner, "Understood."
CM W2 Kevin Bishop chimes in,

"What I understand about this carrier is that is a low cost carrier. Is it going to be at the same price point?"

Chief Aiyanna Donald, "It depends. There are already low cost carriers - Frontier, Spirit, & Jet Blue. We don't control rates."
Chief Aiyanna Donald responds to Conwell as well,

"There is a lease agreement and there are parameters within their lease they can cancel. There are certain time frames. This is not a common situation where people just pull out."
CM W8 Polensek share his thoguhts,

"Councilman Conwell has a legitimate point. Far too often, Council finds out from TV. That troubles me and will continue to trouble me until it changes."
CM W8 Polensek reflects, "What I read between the lines is that they cited in their reasons for leaving is the growing costs or future costs coming. That concerns me greatly as it pertain to the 2 billion dollar plus expansion plans being proposed."
CM W8 Polensek, "Another concern, over the weekend, I spoke to a friend who picked up a relative in Detroit who wanted a direct flight to Texas. My sister took a flight, she drove all the way to Pittsburgh."
CM W8 Polensek, "We all should be concerned about this and do our due diligence when it comes to what is being proposed over there at Hopkins - the expansion plan, the spending dollars, etc."
CM W8 Polensek concludes, "We can have the glitziest airport in the country but if our costs are prohibitive and we pass it on to the traveler then it doesn't do us any good. It doesn't do us any good. I am greatly concerned by what I read."
CM W9 Conwell, "Dir. Blue is extremely bright and very good at Building and Housing but I am serious about [the usage of] 'just' because that reflects culture. It leads to people throwing their hands up in the air. We want to keep everything we have. Just, I just can't use it."
ER 846-2021 is not on the agenda and is presented;
it "supports Women’s March Cleveland and Women’s March National for reproductive and civil rights on October 2, 2021."

cityofcleveland.legistar.com/View.ashx?M=F&…
ER 846-2021 will be considered by full Council this evening.
ER 847-2021 is presented and is not on the agenda; it will "condemn the new state legislative maps as deeply flawed and unconstitutional gerrymanders of state legislative districts..."

cityofcleveland.legistar.com/View.ashx?M=F&…
