The draft was proposed through the agency of the Punjab Revenue Commission.

Having been re-posted as Financial Commissioner Revenue in the first week of July, 2019, I had very serious concerns about the draft. (2/n)

I was verbally conveyed the displeasure of the top chief executive, alleging that I was acting as a stumbling block to huge investments that would be facilitated in the agri-sector of Punjab by this Bill, if it became law. (4/n)
Nevertheless, when the matter came up before the Council of Ministers, I presented my views without fear or favour.

Many ministers openly voiced their concern against the proposed legislation and asked that it be examined minutely. (5/n)
A Cabinet sub-committee was constituted which also expeditiously endorsed the proposed Bill.

Even after that, I resubmitted my observations stating that this matter required consultation with all the stakeholders, in form of a meeting at the level of the Chief Minister.
This meeting was fixed on a number of occasions but for one reason or the other could not take place.

Thereafter, following the outbreak of the Covid pandemic, the matter went onto backburner. (7/n)
After the opening of the lockdown, I was shifted out of the Revenue Department in June, 2020 but by that time the kisan agitation was already taking shape. (8/n)
The matter has thereafter, I understand, been given a quiet burial although the Bill is still available on the official website of the Revenue Department.(9/n)
I sometimes wonder if this Bill had been pushed through to become law, what explanation would we, as a State, have given to the farmers of Punjab as well as the rest of the country. (10/n)
I deem did my duty to bring into public domain this information, so that the people of Punjab as well as the rest of the country become aware of what was happening in the State. (n/n)

US 🇺🇸 troops are now controlling the Kabul Airport, including the ATC and the outer perimeter.

They are also controlling the access into the Airport. (1/n)

It appears that even the Indian 🇮🇳 Embassy staff is unable to reach the airport because of the curfew and even if they manage to do so, it is not certain whether the Americans will allow them access into the Airport. (2/n)

Off-the-cuff suggestion.

Let 100% of the agricultural produce be purchased by the private players, through open-market auction in the State-controlled mandis. (1/n) thread.
2. In the event the price discovered through this market mechanism is lower than the notified MSP, let the Government of India pay the differential amount to the farmer immediately and simultaneously. (2/n)
3. The farmer effectively gets the MSP, irrespective of who is the purchaser and what is the purchase price.

The liability of the Government of India is very significantly curtailed, and they do not need to store and transport anything more than the required buffer stock. (3/n)

FAQ: Is Punjab Government paying 100% of the Railway Fare for the migrants travelling out of Punjab to their home states? Or, just 100% of 15%-- implying that 85% is being paid for the Indian Railways.

Firstly, no official document is available explaining basis of the figure of 85%. Railway Ministry "sources" are telling media such travel is already subsidized; that they can't operate at full capacity on account of social distancing; & that an empty train is to come back. (2/3)
Bottom-line-- Punjab Government is paying 100% of what the passenger is being asked to pay to board the train. Everything else is either misleading or just notional.

Gujjar Muslim (milk guy) who went to Tabligh Markaz Delhi. He lives in a dera outside the village, with his family.
The said XXX initially denied having gone to Markaz in Delhi. When he was confronted, then he disclosed that he had gone to Marqaz. (3/5)
