Approval of the recommended action will result in the settlement of the dispute involving EVC Homes, LLC’s unpermitted encroachment and removal of certain trees within County’s right-of-way at the southeast corner near the intersection of West
Ashlan Avenue and North Van Ness Boulevard. County Counsel previously received settlement authority from your Board in closed session on October 5, 2021. This item pertains to a location in District 2.

Approve and authorize the Chairman to execute First Amendment to Agreement No. 18-652 with Geil Enterprises, Inc. for alarm system - maintenance, repair, inspection, and monitoring services extending the term by one
year from November 5, 2021 to November 4, 2022 and increasing the maximum by $50,000 to a total of $279,000.

Item 10 has been removed (Planning Commission Denial appeal on height of sign) until another date. Brandau pulls 18.1 (Sheriff Mims is here). Deputy passed away after 5 years. Mims:an evil doer walked into Sheriff Lobby. Scanlan fought back with a taser. Health declined since.

place.

Appoint a Member and Alternate of the Board of Supervisors to the California State Association of
Counties (CSAC) for 2022 and direct the Clerk of the Board to provide notification to CSAC. @LincolnSeward Mendes is the current point person. I recommend him again & I will be
alternate. Approved 5-0
6. *Proclaim October 2021 as Domestic Violence Awareness Month in Fresno sponsored by County Supervisor Brandau. Brandau:Pandemic has made it hard for people to talk about what is going on in their lives. Nicole Linder and Marjoree Mason has dealt with a lot. Linder:this was
born out of a tragedy. Sheriff Mims and many others are on the Board.Someone said "Domestic Violence will only rise to a level a community will accept".150 adults/children currently. Many waiting for a place to sleep. Mims:I have been involved since 1995. Linder is the best
we have had there. Lethality of domestic violence has gotten worse.
7. Supervisor Pacheco sponsored:
Proclaim October 2021 as Infant Safe Sleep Awareness Month. Pacheco is leader of First Five. Fabiola Gonzales :SIDS is top 3 for infant deaths and top 1 for black babies in Fresno County. Mission is to raise awareness and data.We are a piece
of the solution but we need all of the communities. Babies need to sleep alone with no blankets , attached pacifiers, and on their backs. We work with the other Counties too. "They are a great partner."
8. Determination of Public Convenience or Necessity on Application for Alcoholic Beverage License Type 20 for Mega Food Mart
Staff Ronald Alexander says there are 3 off sale license in this census tract and this will make 4. ABC will veto this without Supervisor approval today. 3 criteria needed to approval. Public:If you google drunkenst city it will come up as Fresno. This will bring a bad element to
the area that is always oversaturated with liquor license. A middle school is around the corner.Next:Counsel for Mega Food Mart: Owner is a truck driver by trade and this Mart is part of his American Dream. They want to sell hot food, snacks and car parts. Habitual
drunkenest will trigger him and building owner to invest in security to ensure this is a good place for the community. owner:this will be good for the children and community. Next:I am real estate agent and helping them work on acquiring their liquor license. They have a brand
new equipment. They will work with community and school. Next:This will be bad for the students that have to walk by this establishment. Quintero:(In his district). I know the area well. This is right in front of Scandinavian Elementary School. We had complaints of the new owners
throwing large boxes away in the alley. Large number of apartments in the area as well as loiters in alley. Lots of Calls for Services by Police in the area. The number of liquor licenses in the area is a problem. I will vote to DENY. Denied 5-0.
9. Amendments to Chapter 2.72 of the Fresno County Ordinance Code to allow for adoption of final supervisorial district maps by ordinance or resolution . The County’s current redistricting ordinances reflect prior California State law which required that new district boundaries
for county supervisorial districts be adopted by ordinance. The Governor signed Senate Bill 594 into law on September 27, 2021 which amended Section 21500 of the California Elections Code (attachment “A”) to expressly allow counties to adopt new supervisorial districts boundaries
by ordinance OR by resolution. The proposed amendments to Chapter 2.72 of the Fresno County Ordinance Code provide the Board of Supervisors the ability to adopt new supervisorial district boundaries following a federal decennial census by ordinance or by resolution.Under
California law, the adoption of an ordinance requires a first and a second hearing of the ordinance separated by no less than five days. With the release of official census data by the federal government delayed by the COVID-19 pandemic, and new public participation requirements
put in place by the California Fair Maps Act, the process for consideration of new supervisorial districts has been compressed into a few months of intense effort by County staff, the Advisory Redistricting Commission, the public, and the Board of Supervisors. Magisg:New State
Law requires us to hear this Twice rather just once. This is the first hearing. No Public Comment.Quintero:Any comments from organizations interested in redistricting? Staff:No as this is just changing the amendment. Approved.

Next:Isacc Haloman: over inundated by big rigs parking in neighborhoods.They tear up our roads as well diesel smog created. Fine is only $100. They pay that just for fuel. Fine needs to be raised to $1000 or they won't pay attention. Braudau:we are looking into those types of
Code Enforcement items. Next:Riley: I want to clarify my last meeting's comments that yes County Employees are at least getting minumum wage. Some need to have a raise though. Heather Evans:Some County departments are being starved by Supervisors. You are by far the most greedy
and inept leaders I have worked for in the 6 states I have lived in. I risked my life but got not even a thank you but only got a 14 cent raise. Next:a much bigger issue than separating families. We have been victims in this system. Parents, children and Social Workers have suf-
-fured under this County's care. Next:Social Worker:Mangement did not address our concerns. Respect the ideas of the senior employees that have been here longer than upper management. Next:City without Orphans non profit:Our mission was to have Fresno be known for taking care of
our children. But it seems the Supervisors are ok with the Status Quo. This takes entire community. Next:Yolanda Dimwoody :Our letter to you seems to have landed on deaf ears. Retention rate and moral is very low.Only good part of job is helping the children. Social workers are
asking for Supervisors help. Next:Ron:DSS Worker. We have 100 vacancies at Call Center.Hour long waits for public. Staff is being treated like trash by management. No organization should be happy with this type of turnover. Next:lost 50 workers but have only hired 31. This is
only $600 a month in take home pay. We feel like we are not respected. We have a boss that children is only focus and not his staff. Next:Yolanda:Management doesn't pay attention to our concerns. Director Delfino has not responded to them. When I hear how other counties treat
their employees compared to us I get mad. Next:County Essential worker pay. We still came to work despite no vaccines then. We need County to move in that direction of essential pay. Next:my children were in 3 unified districts at the same time. My grandson died. My daughter
should never been in the System. She had to sleep on the floors. County depicts families poorly. Next Lamont:we were given essential worker cards so we can move around but now Supervisors don't want to give us a raise despite us being mandated to be there. Costs for everything
else has gone up but we got no raise.Ends Public Comment portions. Supervisor Comments: Magsig:I will have a meeting in Prather on the 28th to discuss forests adjacent to private land. Also power outages in Auberry and Squaw Valley has been prevalent. Yosemite Sequoia partnership
that he sits on their board perhaps may be able to have an agreements. I do thank the employees who spoke today. All County employees are essential. I don't back away from the view that I appreciate all employees. Brandau:Social Services concerns were spoken about at a meeting
sponsored by SEIU. That meeting was focused more on the children whereas today mainly on wages. I won't rest until the children portion is solved. This happened right under Supervisors noses. If other employees in other departments don't feel their directors are listening to you
please reach out to me. We are seeing a bungling of our national economy that is causing an increase of inflation.
