At least one of these councillors belonged to a political group called 'Bollington First' so we are perhaps more in Passport to Pimlico territory than Dad's Army.
There's some confusion as to whether they left the brakes off or accidentally went into reverse. Either way it's a metaphor for something. I must now do some something less useful.

We - like millions - obeyed the rules last Christmas. It was tough. My sister was up the road, my mum had just died, we all wanted to meet up. But we stuck to the rules - for the benefit of all. Then again... we're the little people aren't we.
