Okay so the NIECE bit is the retcon and it's often a forgotten retcon that you have to dive deep to even really know about it because not that many stories mention it and now a days it's just gone but here's why it happened.

When Bab's first showed up it was just as Commissioner Gordon's daughter, no if's and or buts, and nothing was really made of it, Babs at the time was MORE Bruce's contemporary then Dick's despite the name and that it for a number of decades. 
Then Crisis on Infinite earths happened. This reshuffling of continuity would change Barbara but NOT right away that change came because of one story.....
Batman year one, the reason is simple Barbara does not show in it, and Commissioner Gordon is having his "first kid" who is a boy. So they had to explain Barbara, now why wasn't Babs in Batman year one...well....DC just didn't want to deal with her at the time
Keep in mind the bat office DID not create Oracle, it was the Suicide Comic, see Bab's was a character who creators didn't have much use for at the time and so got rid of her and that is one of the reasons Killing Joke happened.
so when she was MORE or less reestablished she became Gordon's adopted niece and she just called them her mom and Dad....so anyway THIS got played up so little that you would be forgiven for nothing thinking this was a thing.
Now it's just never mentioned and she is just Jim's daughter but there probably could have been easier ways to handle this then Barbara is his niece.
