The strategy envisaged giving Ukraine MAP (membership action plan) if Russia continues to show “intransigence”, which supposedly means sticking to the wording and Moscow’s own interpretation of Minsk 2 agreement.
Frantic alarmist signals from Washington could be interpreted in terms of Biden administration attempting to implement that strategy throughout this year or in terms of infighting between factions within it, which spills into Twitter and media.
The quote by former ambassador to Ukraine Taylor is quite telling. He says he actually warned president Zelensky against making deal with Putin in 2019.
