The law is written to go into effect 30 days after "the issuance of a United States Supreme Court judgment decision overruling, wholly or partly, Roe v. Wade... thereby allowing the states of the United States to prohibit abortion."

Elizabeth Sepper, a University of Texas at Austin law professor who specializes in religious liberty, health law and equality, says the measure raises many questions, especially on whether weakening Roe would also trigger it.
