Cleveland City Council is live. Roll Call has occurred, all members are present; a quorum has been reached; a Moment of silence has occurred; and the Pledge of Allegiance was recited.
As noted before, this is the lats meeting for several Council Members, including Council President Kevin Kelly.
Public Comments are shared by Cleveland residents.
Grace Heffernen is present and dressed with cheer. She is present on behalf of Guardians of Fair Work campaign, who are trying to address wage theft and supports Participatory Budgeting. She asserts "Cleveland can do better."
Heffernen notes that they spoke to several Council members last week and is gifting Wage Theft in America by Kim Bobo as presents for Council Members.
Council President Kevin Kelly asks "What is the value of the book?"
Heffernen, "We received a 10% discount $17.99"
Kelly states, "I hate to trip over ethical rules but I think $17.99 gets us there."
She finishes encouraging Council to consider participatory budgeting.
Resident Aiken Africa is present and is speaking in support of Cleveland Neighborhood Progress to purchase Shaker Square. He notes he is a merchant, founder of Zanzibar, Cleveland Breakfast Club, Cleveland Vegan Club, and a real estate investor.
Mr. Africa and his wife are in full support of the purchase of Shaker Square.
Brandon Chrostowski is a Shaker Square resident and businessman who is speaking on the proposed ordinance 1038-2021 and "how bad of a deal it is for Cleveland residents. ... It is a corporate bailout and an absurd use of public funds."
Chrostowski commends Council Member Anita Gardener for listening to residents and not immediately supporting the deal.
Haiey Kokoshatz shares that she is a 5-year old merchant on Shaker Square. She notes that the current condition of the square has affected businesses from staying or investing in the area. She wants to "present an accurate picture of what is happening on the square."
Robert shares that 50 residents met in front of CVS, including 12 current merchants, former Council Member Zack Reed to support the ordinance to fund the purchase Shaker Square.
Mike Fiallo shares about how he got downtown via RTA 22 Bus and "how much he loves this places on the Great Lake Erie and this City no matter how many times it pierces my heart." He advocates for Council to adopt participatory budgeting.
Another resident is present, Eicha Swing - honestly, I'm butchering these names at this point,
He is advocating for support of participatory budgeting. He gives a shout out to Anita Gardner. He notes he is a resident of Cleveland Heights.
Jeremy Johnson is present. He is a Ward 3 resident and CEO of Assembly of the Arts and has two simple messages.
"One is thank you for letting us know you are behind the arts and culture community. ... I ask that you please support the arts, 2% of the ARPA funds."
Andy Shewman is present and is an elf from Cleveland, Ohio.
He is here to share that, "We all are workers here. We're all workers here. ... I am here on behalf of Cleveland Art Workers Collective and the Guardians of Fair Work."

There is a Presentation tonight for the first time since COVID-19.
Ward 6 and Council President-Elect Blaine Griffin is present and calls several colleagues upfront including W7 Basheer Jones, W4 Anita Gardner, and W5 Delores Gray. He invites everyone else up.
Griffin is recognizing the outgoing members of Council.
"I am proud to present to these members of Council. ... It's been a pleasure and a privilege to serve with you."
W8 Michael Polensek comments, "We are a band of brothers and sisters. We are elected to serve our constituents. ... Be appreciative of every man and women who have served. ... I will miss each and everyone of you."
W13 and Council President Kelley reflects on his time on Council, "There's a great sense of honor and ... I've loved every minute of it. ... Everyone is comfortable letting other people make the decisions so they can either criticize or be in favor of it."
Kelley comments, "People don't understand the magnitude of the weight when we make decisions. ... I understand and I'll be here for you. Just a phone call away."
W7 Basheer Jones reflects, "I don't have much to say. ... I am overwhelmed with emotion right now. You complain about something until you no longer have it. You complain about how hard it is but I will miss each and everyone of you."
W7 Jones received a standing ovation from citizens.
W5 Delores Gray shares that she appreciated the appointment by former Council Member Phyllis Grey.
"Leadership is not a position and a title, it is an action."
Gray thanks Council.
W4 Marion Anita Gardner states it has been an honor and thanks everyone for their help and support.
W6 Griffin gives Mayor Frank Jackson, who is not present, an applause.
"He [Jackson] loved this City. I was honored and privileged to work for him before I came to Council. I am happy he gets to retire. We appreciate the Jackson Administration."

The Legislative Session of Council Meeting has concluded.
Council Members has a period where they introduce/acknowledge certain individuals and have certain announcements.
Council has a "Miscellaneous Period" where Council Members opine on the miscellaneous.
W3 CM Kerry McCormack thanks Council President Kevin Kelley and Mayor Frank Jackson.
W7 CM Basheer Jones tells Kelley "It's been a hell of a ride" and then reads a poem.
He criticizes certain Council members for voting no on certain legislation & states "If you thought I was a problem before, wait until I get out of office. We are going to hold you accountable."
Jones states, "Your criticism of Black Institutions is getting on my damn nerves."
He tells Kevin Kelley that "You are a hell of a man."
Jones give Dumas a present and thanks several others.
W9 CM Kevin Conwell thanks Kevin Kelley and comments on the nature of being a representative.
Something is shared between two individuals behind Kevin Conwell and one of them is very surprised.
Note: this isn't relevant but it was entertaining to watch.
Conwell shares a story about Frank Jackson and how he is a technician that got the work done.
"It hurts me when people talk about him and say unkind things."
W6 Blaine Griffin comments that "being a public servant means sacrifice and that concludes your family."
He thanks Kevin Kelley and his family for his service. Griffin tells Basheer Jones that he loves him. He tells his sisters on Council (Gardner & Gray) that he loves them.
W1 CM Joseph Jones shares about his experience working with and endorsing Basheer Jones, Kevin Kelley's leadership, and the Jackson Administration; and gives a special nod to Sharon Dumas.
He concludes, "We should be one Cleveland. What we say and do matters."

Gray concludes by thanking Kelley and stating "I will be around.".
W16 Brian Kazy reads off a list of former Council Members.
"To lead you must follow. A lot of institutional knowledge has walked out the door in a short amount of time. Now we must lead. ... We need to be the leaders."
W13 and Council President Kevin Kelley thanks the people of Old Brooklyn for their support.
"As I leave here with a heavy heart and a lot of gratitude."
Kelley tells Basheer Jones, "You came in with a great fire and you are leaving with a great fire. You say things I think but can't quite get out."
Kelley commends Gray and Gardner for their work.
"Most people do not know how hard your jobs are. For those that are remaining, it is a hard job. ... You will always be in a position, in your time in government you will always face more need than there are resources. "
Kelley shares,
"Even if you do it correctly, at least 25% of people will still criticize you. Please, never lose sight of the awesome responsibility that being a part of this party. ... Try to enjoy it. It is the most important work we can do."
Kelley, "If we look at this and what we can do together, we will get very far. The people I mentioned before who are tweeting and hashtaging are sadly from our own community. Probably of similar political and economic backgrounds."
Kelley continues, "Let's fight the real enemy. Look at what's happening in Columbus. Look at how people are attacking us. What if we banded together? What if we used our political capital and put it towards where the problem really was?"
Kelley, "City of Cleveland could be a lot stronger if we addressed those problems."
He reads a poem, shares his appreciation, and reflects he has no regrets.
Council gives a standing ovation.
Kelley has a gift for Council President-Elect Blaine Griffin - a new, larger gavel with an inscription of Griffin's name and date of the start of his role as Council President.
