Per Washington's own logic it would be perfectly reasonable, and indeed responsible, for China to set up military arsenals along both US coastlines to "contain" it and "deter" attacks on Latin American nations as the US has an extensive history of doing and will surely do again.
The US is after all currently building a network of long-range missile systems on a chain of islands near China's coast for the explicit purpose of threatening China.

And that's not the half of it.
It would be irresponsible for China not to defend the freedom of the Nicaraguan people, for example, as empire managers rage over Managua's geostrategically significant pivot to Beijing. Set up military arsenals along US coasts to defend Nicaragua.

That's not my opinion. It's Washington's. Per its own logic, exactly as it is written, the US should rightly be surrounded by Chinese military forces.
But of course, we all know how the US would react to such a situation. That's how you can tell the "tensions" between Washington and Beijing are very, very lopsided. The US is plainly the aggressor.
