People are telling me that individual US states cannot make bespoke trade deals with another country. I have no idea if this is true or not - so experts please advise
"U.S. Constitution, through the Commerce Clause, gives Congress exclusive power over trade activities between the states and with foreign countries" - so basically Mordaunt's trip was a complete fools errand. Is that right?
