Historically, the estimated voter turnout has often been lower than the "true turnout" due to erroneous voter rolls. An incorrectly "higher" denominator (no. of electors) brings down the turnout estimate. 2/n
Various studies like NES 2009 by Lokniti CSDS and Janagrahaa Voter list reviews have provided estimates for inclusion error. The high elector to population ratio in many states and constituencies also indicates the same. 3/n
Wrongful inclusion usually occurs due to failure to delete deceased voters or individuals holding multiple voter IDs (for eg.shifting homes but not canceling voter ID). This is a potential source of voter fraud with individuals wrongly casting multiple votes or bogus voting 4/n
At some point, almost all parties have highlighted this issue and urged ECI to take steps to clean electoral rolls. Current clamour seems to be a case of opposition for opposition’s sake! n/n
