The length dictator-lovers go to defend logical fallacies is phenomenal. Meaning of whataboutism is clear: it is an irrelevant attempt by trying to deter the eyes away and to show that the premises of an opponent’s argument do not support its conclusion.
People who use whataboutism expect the opponent to get into defensive stance. For example, if you talk about police brutality in your own country, they are going to post a video about police brutality in another country, despite you have never mentioned it.
In this example, we see an infowarrior who unsuccessfully tries to justify police brutality by "pointing out hypocrisy", while completely dodging the question "why should Azerbaijani police should be brutal at all?"
For a whataboutist, truth doesn't exist. If you are smoker and tell someone that "smoking harms your health" while smoking, a whataboutist is going to answer you "but you are smoking yourself!" For whataboutist, your hypocrisy somehow renders this biological fact as a lie.
This whataboutist tries to justify rigged elections by mentioning unrelated rigged elections in another country. Election rigging is immoral but for a whataboutist, the fact that other politicians also do it renders election rigging moral.
Long story short — hypocrite is a character trait. It means you are someone who is not practicing what you preach etc. Yet, it doesn't directly deal with the idea you are preaching or current way of life (whataboutists also love to point out your former views and deeds years ago)
One can have endless examples to whataboutism fallacy, since they often happen in our lives thanks to media:
