Surprising comment from an experienced diplomat. If a country ever had an inconsistent foreign policy it's Germany. Empire, republic, dictatorships and a federation in just a century. Lost two world wars, revolutions, occupation. Very emotional and very unsuccessful I would say.

Sweden has had the same constitution (almost), foreign policy and dynasty for 200 years. That's stability and consistency.
What @GerardAraud does is that he cherry picks. If the world wars impact current German foreign policy they better be included when looking at the consistency and success too.
@GerardAraud The region I grew up in has never seen war, has never been occupied and has never changed allegiance. Obviously that will have an impact on my world view, just like Ukrainians have been impacted by being conquered and occupied so often in history. Germany has its history too.
@GerardAraud It's very hard to find logic in Germany's relationship with Russia so one have to assume it's emotional. If a country base its foreign policy on emotions there is a big risk things will go bad when the passion cools down. Germany might turn towards a very different policy soon.
Lately so many facts have been presented to show inconsistency in Germany's Russia policy. War with USSR, trade, human rights, military etc. The policy is clearly not based on facts but on illusional emotions. That's a setup for disaster.
