Drew Dennert: the bill I’ve heard the most about is opposition to the Custer State Park expansion.
Michael Rohl still working on defining “moonlight.”
Also wants to lower bartending age to match ND’s —19—- to help w service job shortage.
Charlie Hoffman is not “afraid of a pipeline” and wants the ability to charge certain vehicular homicide as manslaughter.
Brian Breitling working on several parts of the marijuana bills.
Spencer Gosch, speaker of the house, in the house, and is also chair of impeachment committee for Rvansborg. Has to stop early bc he gets a call from the lieutenant gov.
Brock greenfield is in his last session, he won’t be running again. (Yay, please take mom w you).
Ope Greenfield still wants to regulate gestational surrogates tho before he leaves. Why? Whotf knows.

First question: woman who was here two years ago w a daughter born through surrogacy. Asks rep Weiss, Dennert and Novstrup what their stance is. No one want a to take the question so B Greenfield steps up. He brings up the Arlene Schweitzer story.
Wants to inject regulations relative to the issue. “So…. (insert rambling half sentences that add up to a non-response).
Drew Dennert is up: thanks questioner for educating them. Dennert said he’d likely support it. But he disagrees w a ban which was proposed in 2020.
Weiss doesn’t have an opinion yet. Novstrup says what’s in the best interest of the child?
Next question: man wants funds for restoration of Lincoln Building instead of razing it. Novstrup said the 105 yr old building was an embarrassment.
Question: why there’s a sales tax on food?
J Keintz said SD’s tax system and taxing groceries is very regressive.
Q: What was amendment C: Raises a threshold to 2/3 vote for any chamber to raise taxes.
Greenfield on food tax - it’s a stabilizing source of revenue. Is now babbling about how much our grocery bill should be.
Now onto cans of “soup and ramen”. People in the crowd are audibly whispering “stop.”
Perry said a sales tax change would be the better option bc it would affect all families.
Now Q: HB1080 - Extends teacher pay minimums for another 3 yrs. -Weiss.
Dennert: HB1216 - generally opposed to those types of bills - Collective Bargaining. I think it’s good for the schools to have this right.
Q: difference between SB 46 & HB 1006. Gosch explains the seeking damages difference in the latter bill.
NSU alum/farmer/former teacher: he’s an affected landowner by pipelines he said pipeline is not safe and wants eminent domain reform. Asks them to sponsor legislation that would address that.
Gosch: issues w landownership is looking more and more like you’re renting from the government.
(Bill Draft deadline is in 3 days.)
C Perry is leaning “against the pipeline”.
C. Hoffman now talking about his natural gas pipeline in his land; Hess had no prob w it. Now onto how a CO2 pipeline leak would only cause a “little asphyxiation.”
Breitling: working on easement issues in relation to eminent domain.
L Greenfield: “is it just a bill of goods sold to the ethanol industry?”
J Keintz: opposed to SB71; public funding for private school. Q was posed by Duane Alm, school board member. Others in house Ed committee will be hearing bill in coming days.
