Sen. Joe Manchin reiterated earlier that BBB is “dead,” putting Biden’s economic agenda on ice.

I’d argue the situation facing Ds is no better nor worse. Manchin already came out against BBB in December.

The conservative West Virginia Dem said later he meant the $2T House-approved package was “dead.”

That bill included programs he’s objected to - like the expanded child tax credit and 4 weeks of paid leave.

Influential D groups are starting to turn up the heat. @amprog is urging Ds to overhaul BBB into something that can pass the House and Senate.

They argue Rx drug controls, climate, universal pre-K, ACA subsidies + childcare can form the starting point.

But other top D priorities like renewing the expanded child tax credit are in danger of getting axed. Affordable housing $ too.

With Manchin focused on negotiating a bipartisan ECA deal, there’s few signs of a breakthrough anytime soon.

Manchin said today there aren’t any formal BBB talks underway either.

Schumer also seems to be backing down from putting BBB up to a vote for now (I asked)
There’s a lot of common ground between Manchin and Ds, particularly on climate programs and universal pre-K.

But whether Manchin tries to renegotiate a skinny BBB with enormous influence over its size and scope is anyone’s guess.

Sen. Susan Collins (R-Maine) suggests some GOP senators would back lifting the debt limit if D’s totally abandoned their $3.5 trillion spending package.

Sen. Joe Manchin this AM on monthly child tax credit:

“Let’s make sure we’re getting it to the right people. There’s no work requirements whatsoever. There’s no education requirements.. Don’t you think if you want to help the children, the people should make some effort?”
Worth pointing out the revamped CTC is still a means-tested benefit program since it applies income thresholds for singles/couples to get the $$

- $75k and below for individuals
- $150k and under for couples
Clarifying point: The above thresholds are for people to receive the full benefit before it starts phasing out

Both have dueling amendments on crypto tax enforcement

Overheard this from Wyden: “Revenue is very important to me”
Sen. Pat Toomey (GOP co-sponsor w/Cynthia Lummis + Wyden) indicates few signs of progress toward crypto compromise:

“I think we have an amendment that works,” he tells me
Most senators have left the chamber, but Warner + Portman and Toomey + Wyden are huddling w/staff on Senate floor

They don’t look mad at each other, so that’s probably signs of progress on crypto tax amendments

Breakdown of bipartisan infrastructure plan spending, per WH fact sheet:

- $110B for roads, highways and bridges
-$66B for rail
-$65B for broadband
-$55B for clean water
- $43B for ports/airports
- $39B for public transit
The offsets: unspent COVID relief $$, tax enforcement on cryptocurrencies, targeted corporate user fees

Also listed as pay-for: “revenue generated from higher economic growth as result of investments”
Romney told reporters: “This is entirely paid for with real money, some able to be scored, some not.”

“It’s all real cash paying for the deal”

He added that unspent UI $$ is in here, which experts in past have told me can’t be repurposed
