The last one is an individual choice. The person can choose to identify as a Hindu or Muslim or any other level of religious attitude
It's between him and God, and you or me aren't judges
If any religion actually appoints a judge, then they can decide, not you or me ++

And that brings me to the third point, the most interesting one
Only in 3a) will it be logical or moral if you decide to exclude him from certain common practices or rituals if you don't deem him Hindu or Muslim

Long story short, if you said that we are all praying together or celebrating Eid and he can't be included as he isn't Muslim, probably I would have seen some sense
But as far as civil, political and social rights are concerned
As far as how govt views are concerned ++
