Bernard Squarcini comes to Arcanum with 30+ years of experience in the field of intelligence and security, having served in high-level positions in both the law enforcement and intelligence sectors.
Squarcini served as the Chief of French counter-terrorism and intelligence Agency, Central Directorate of Interior Intelligence (DCRI). He retired in March 2013 as Senior Executive Prefect, after having served for five years as DCRI’s Chief.

Lord Evans comes to Arcanum with a 55-year career in print and publishing, and holds a number of chairmanships, spanning across publishing, printing, business consultancy, charity and healthcare.
He was a Trustee of the Royal Air Force Museum and currently is a Director of the Royal Air Force Museum Trading Company, as well as chairman of the Institute of Collaborative Working.
In 2013, Lord Evans became chairman of Newsdesk Media Ltd, a niche global partnership publishing company, producing high-caliber books for government and corporate clients – promoting foreign trade and investment.
Raised to the peerage as Baron Evans of Watford, of Chipperfield in the County of Hertfordshire 1998, Lord Evans began his publishing career when he founded Centurion Press in 1971.
Following the sale of Centurion Press, he founded Senate Consulting Ltd with his business partner of 21 years, Caroline Minshell. Senate serves as a consultancy business providing seed capital for companies in a variety of markets.

Four-star General Anthony Zinni has joined Arcanum as Senior Advisor to the Chairman. The former Commander of CENTCOM & former Special Envoy for US to Israel & the Palestinian Authority, has 39 years of service in the US Marine Corps
His initial general officer assignment was as the Deputy Director of Operations at the US European Command. In 1991, he served as the Chief of Staff and Deputy Commanding General of Combined Task Force Operation Provide Comfort during the Kurdish relief effort in Turkey and Iraq
He also served as the Military Coordinator for Operation Provide Hope, the relief effort for the former Soviet Union.

Arcanum, a wholly-owned subsidiary of Magellan Investment Holdings, announced Keith Bristow, who became the first Director General of the UK’s National Crime Agency (NCA) in 2011, will be joining Arcanum as Senior Advisor to the Chairman.
Bristow, a former UK chief constable and director of the UK National Criminal Intelligence Service (a forerunner of the NCA) was appointed by the Home Secretary, Theresa May, to design, build and lead the NCA.
“Mr. Bristow has led an exceptional law enforcement career, and his many recent accomplishments whilst head of the UK’s elite law enforcement agency are extremely impressive,” says Ron Wahid.
“Keith’s leadership will be very important to our operations, especially in the areas of intelligence, law enforcement and security, particularly in our dealings with international agencies.”
In 2014 and 2015, Mr. Bristow chaired the Strategic Alliance Group Principals (now renamed the Five Eyes Law Enforcement Group), which seeks to reduce the international threat and impact of organized crime.
The membership comprises the heads of the Australian Federal Police, Australian Crime Commission, Royal Canadian Mounted Police, New Zealand Police, DEA, FBI, ICE and the UK National Crime Agency.
Bristow chaired the G8 Law Enforcement Group (now G7 Law Enforcement Group) from 2006 to March 2015 – a group committed to improving co-ordination and co-operation between the law enforcement agencies of the G7 countries.
Bristow began his law enforcement career as a police cadet with West Mercia Constabulary and progressed to the rank of Detective Chief Inspector, before being appointed as Staff Officer to the President of the Association of Chief Police Officers (ACPO) in 1997.
In 1998, he was promoted to Detective Superintendent and transferred to the Major Investigation Team at West Midlands Police. He went on to lead the Force’s Intelligence Bureau before later commanding a local policing area in Birmingham as a Chief Superintendent.
2002, he was promoted to Asst Chief Constable & was appointed Director of the National Criminal Intel Service, which was then responsible for combatting serious organized crime w/ an impact on the UK by providing intelligence to national and international law enforcement partners
He was appointed Chief Constable of Warwickshire Police in 2006, having been made Deputy Chief Constable the previous year.
He is a graduate of the European Top Senior Police Officer Programme and has a Master’s Degree in Organisational Development. He also holds a Post-Graduate Diploma in Management Studies and a Diploma in Applied Criminology from the University of Cambridge.

The uncle of the suspects in last week’s Boston Marathon bombing told a London court in 2010 that Kazakhstan President Nursultan Nazarbayev had overseen the theft of state assets worth billions of dollars.
Ruslan Tsarni, of Kyrgyzstan, worked “in various capacities” w/ a close network of associates led by Nazarbayev’s son-in-law from 2000-08 that engaged in fraud, he said in a witness statement to the High Court in London in December 2010, when he was 39 years old.
Tsarni said he moved to the U.S. in 2008 after working for the Kazakh group. He is now a U.S. citizen living in Montgomery Village, Maryland.

A UK PI and security consultant whose company has just completed a four-year contract to protect the UK’s embassy in Tel Aviv is linked to a string of hacking complaints dating back more than 20 years, according to high court judgments.
A court judgment that touches on the career history of Stuart Page, 69, founder of the private security and intelligence firm Page Group – noted last May that the businessman “operates in a world of covert surveillance in which agents acquire confidential information unlawfully”.
The judgment explores how Page was linked to hacking allegations stretching back to 1998, where the businessman is said to have received stolen materials and passed them to clients. The judge concluded allegations didn't establish Page had ever carried out or authorised hacking
A whistleblower has alleged an exec at NSO Group offered a US mobile security Co. [Mobileum] cash for access to a global signalling network used to track individuals through their mobile phone, according to a complaint that was made to the DoJ
The allegation, which dates back to 2017 and was made by a former mobile security executive named Gary Miller, was disclosed to federal authorities and to the US congressman Ted Lieu, who said he conducted his own due diligence on the claim and found it “highly disturbing”.
Details of the allegation by Miller were then sent in a letter by Lieu to the DoJ
“The privacy implications to Americans and national security implications to America of NSO Group accessing mobile operator signalling networks are vast and alarming,” Lieu wrote in his letter.
