Kentucky House has gaveled in, Senate about to.
House taking HB 263 known as Kami's Law, which increases felony penalties for child abuse of someone younger than 12 years old.
HB 263 passes 95-0
HB 63 requiring armed SRO officer in all schools is now up on the House floor.
Rep. Donohue (D) proposing floor amendment to require state provide the funding for all schools to actually implement this.
Donohue's floor amendment fails 24-67. Three Republicans voted for it.
Senate now taking up SJR 8 of Sen. Alvarado for the state to "establish that the Commonwealth of Kentucky will recognize a positive COVID-19 antibody test as equivalent to having been vaccinated against COVID-19."
Alvarado is upset that Berg is asking him to yield to a question, saying that they already heard testimony on this in the interim last year.
Berg strongly disagreeing with notion that natural immunity is as strong as protection of vaccination.
Meanwhile in the House, the debate on HB 63 continues
SJR 80 passes on party-line vote 28-6, with Webb voting to pass.
HB 63 requiring armed SROs in each school passes 78-17, will head to the Senate.
House now taking up HB 220 to create a new criminal penalty for intimidating a sports official.
Rep. Heavrin (R) filed HB 499 today to establish the Employee Child Care Assistance Partnership, "encouraging non-profit and for-profit employers to offer child care assistance as a benefit by matching employer contributions with state dollars."
Press release for the bill mentions it has support from the Kentucky Chamber, the Pritchard Committee, United Way Kentucky, and the Kentucky Association of Manufacturers.
No LRC fiscal note on this bill has been released yet.
House passes HB 220 by 89-6 vote.
House and Senate done for the day.

Kentucky House Elections committee taking up HB 475, a constitutional amendment to allow local governments to modernize and diversify their tax structure. Details on the proposal are a little vague.
Chambers of commerce testifying for HB 475, says it will allow local governments flexibility on taxes and not make them over reliant on occupational taxes or taxing "production."

Bill has bipartisan sponsors.
Kentucky League of Cities also supports, says it won't create a "wild west" of local taxation, as the legislature still has to approve the parameters of local taxation. Chief sponsor Meredith notes bill currently has 36 GOP and 5 Democratic sponsors.

Gov. Beshear holding his presser now to detail a plan to address inflation.
Beshear is proposing a temporary 1% decrease in Kentucky's sales tax.
Beshear also says he's signing an executive order to freeze vehicle property taxes... beating legislature to the punch. This is effective immediately and for two years.

At noon today two committees are taking up bills proposing to amend Kentucky's constitution. HB 476 appears to give local governments more taxing powers, while SB 149 would limit governor's ability to grant pardons and commutations at the end of their terms. #kyga22
There can be a maximum of only 4 statewide ballot initiatives to amend the Kentucky constitution on the ballot this fall, and there are already 2 related to the length of legislative session and declaring no right to an abortion. There's room for 2 more but unclear which will be.
McDaniel's SB 149 restricting governor's pardon powers at the end of their term passed out of committee 7-2. He and some other Republicans made big criticisms of Bevin's action, and Bevin's running mate Alvarado voted for it.

At noon House Transportation committee taking up HB 447 to exempt private jets, planes & helicopters not used for commercial passengers from state &local property taxes. Fiscal note says that would reduce local/school tax revenues by $2.5 million annually. apps.legislature.ky.gov/recorddocument…
This is new: Committee chairman says HB 447 is being taken up as discussion-only and they will NOT be taking a vote on the private jet tax break bill.
Bill sponsor Dixon: Where are all these corporate jets? Simply put, they're not here. This bill will correct that.

Legislation billed as a method to lure job creation in Kentucky.
